Secret military division deployed

Cabinet approves funds of Bt556m for 14,000-strong force to control protests

A secretive 14,000-man special operations force already deployed across the country with a mission to quell unrest was given funds of Bt556 million by the Cabinet yesterday.

"The Council for National Security asked to have its own special force to maintain peace and the rule of law in our country. The endorsement was in line with the interim constitution," government spokesman Yongyuth Mayalarp said.

The CNS asked the Cabinet to allocate Bt556 million from the central fund, he said.

The CNS is expected to attract more criticism for using the fund after it was attacked for supplementing its salaries and placing military men at major state enterprises.

The 13,625-strong force of the "Council for National Security's Special Operations Centre" were recruited from the armed forces and police, and are already stationed at undisclosed locations.

The military has been citing "undercurrents", or activities by supporters of deposed premier Thaksin Shinawatra, as a political threat. It fears mass demonstrations to oust the CNS, which seized power from Thaksin's regime on September 19.

The rapid deployment force began operating on December 1, and Yongyuth said it would be dissolved along with the CNS, tentatively on September 30 next year, which is the end of the fiscal year. The budget would cover 305 days of operations in total. The CNS has promised elections and a return to democracy by the end of 2007.

Prime Minister Surayud Chula-nont refused to answer why the Cabinet approved the funding of a project after it had already started, which is contrary to PM's Office directives. CNS chief General Sonthi Boonyaratglin made an urgent proposal on December 19 for the money.

Martial law, imposed a day after the putsch, remains in place across Thailand despite the government saying at the end of November that it would be lifted pending His Majesty the King's endorsement.

Yongyuth said no Cabinet members questioned the use of the fund, which could be seen as awarding the forces extra allowances on top of their salaries. The funds would mostly go to pay for food, overtime, materials and supplies, vehicle maintenance and fuel, he said.

"The forces have to stand by at one place so they are compensated for overtime and some officials are paid for monitoring political situations," he said.

Expenses are also incurred for civic matters such as public relations, surveys and evaluations. Sonthi has assigned General Saprang Kalla-yanamit, assistant secretary-general of the CNS, as commander of the special operations centre.

there weren't any protests directly against the military rule since it took over the country and no protests are planned.

so this secret police/militrary force is in fact a policital police aimed at the working class (that includes agricultural workers) unhappy with the political system in thailand

I always thought and still think that he's stirring sh!t from abroad. There's more to it than mass demonstrations.

Yes rumors of paid for trips to China for TRT canvassers, mob organisers and influential figures have been doing the rounds for a while now.

The costs are nothing compared to what the TRT crooks were ripping off from the country's coffers pre-sept.19th.

the police commando death squads have been around for donkey' s years , way, way before TRT.

so you think its a great idea for 14000 guys above the law to have their own rules and regulations against anyone they think is against the powers to be!

Funny, you bring to mind the previous government, TRT, and some Association of Foreigners in Siam. :D

if anybody knows the top guys in the military, fine, but i doubt not one of you making such lick kissing comments on the military actually knows any of the top guys, if you do, prove it!

That's usually Colpyat's job of claiming such things. :o

Actually quite a lot of people were spending so much time brown nosing the previous regime that all checks and balances failed.

seriously - what you've expected? that once Thaksin is ousted - it will become a Golden Age in Thailand as in Ramakiana, during rule of legendary King Rama? or at least as those fair kings of Sukhotayi and Ayudhaya (or was it Angor?), when any citizen could come with complain to King, ring the bell outside the gate and demand personal attendence and be fuly cinfident that he will be not only granted that personal attendence, but his case will be resolved?

There are also always government supporters too. It doesnt matter who or what they are or how they were selected.

This force is there to make sure the people "Think right" We should all thank the military for showing us how to think properly.

And Thaksin is gone. People who compare the present government to the previous will always find fault.

The present military dictatorship should be judged on it's own.

I'm reading Ludlum's "Road to Omaha" nowdays. so, using words of Mac Hawk:

"... and unseen, unelected government behind our government ...."

Thaksin was out not because of corruption, well, at least not ONLY because of it as a main reason - but because he's disturbed the "nornets nest", tried to stir up that layer of those who "order the music" around here. it was surprising tha he could last that long at all! and less surprising that he's been using all the very same tatics and methods for goverence. it has been done so for decades before him.

and yes - it is not only here in Thailand, but more or less everywhere else. ony in some countries it is not that obvious because those "behind" cover their tracks much better.

I am sorry to say this, but I doubt a force of the size quoted has much to do with pro-Taksin or anti-coup political activities. I fear it is a harbinger of bad news for the Kingdom. It is the logical next step for the reasons many think were behind the coup to begin with. Again, entirely speculation on my part, but it fits the pattern.

my comments were asserted to those who always take sides in thailands politics

my point was made far earlier in the thread

these are becoming interesting times in thailand

the smokescreen in september is diminishing rapidly

i read aaaa's last statement and that of johpa of two people coming very close to the forbidden land of which we dare not speak and fully understand this train of thought

after all this is still a Kingdom
