Believe it's generally a time constraint thing. These guys are opening up passports in quick order day in, day out... so they can just grab it, open and stamp away. Same in every country, although the 'proper' ones now don't stamp. Banks have been ordered to open accounts for foreigners only when certain criteria are met, such as work permit or o visa with cert of residence etc. A tourist visa or waiver will not cut it like it used to, albeit Pattaya will be a better bet than most places if you chance it. As mentioned, try an agent. Siam Legal used to draft letters for 5k, but think they've even stopped that now.

The Doi Angkhang loop, as mentioned by PoorSucker, is nice. A night in Chang Dao, two at Angkhang... you could cut across to your 'sticky' falls (assuming you mean Bua Thong) on the way back. You could also do the MHS loop in that kind of time, but a lot more arduous driving/riding. Much better on a bike, esp a scrambler type with hybrid tyres.
