    Changes Must be made to law on Foreign Investment says Real Estate Industry

    Real Estate entrepreneurs are still waiting for a clear answer from the Government concerning foreign investment property

    Amendments to the laws regarding foreign investment in property must be made in order to return confidence to the market, which has slumped following earlier legislation that has placed restrictions on foreign ownership, delegates at a seminar on real estate heard on February 15.

    The seminar was organized by the Property Evaluation Organization and Thai Real Estate Research Center in cooperation with the Pattaya-Rayong Real Estate Management School, and held in Jomtien. Chonburi Governor Pracha Taerat chaired the opening ceremony.

    Paisan Bundityanond, an advisor for the Real Estate Planning and Development Project said that real estate investment data for Pattaya shows that laws recently passed on foreign possession of property are currently obstructing the market. Foreigners are now unsure about investing, and this has affected the higher end of the property market, which slowed down during the second half of last year.

    Real estate developers and marketers understand the segmented nature of the Eastern region, and they know what their potential customers require, said Paisan. For example, Sriracha is prominent in industry-related business and Pattaya is a city of tourism. Therefore the group of customers is different, and the entrepreneurs can clearly see their customer base and potential. Changing the target group to Thai customers is not foreseeable, because of the Thai baht’s value compared to foreign currencies.

    Real estate entrepreneurs must deal with the situation, as the unstable policy is a factor in slowing down Pattaya real estate and the market for the entire Eastern region. The industry believes the situation will improve over the next three to six months, as the political situation stabilizes. However, real estate developers are still waiting for a clear amendment from the government in order for the confidence of foreign investors to return.

  2. Englishman badly beaten following incident inside Karaoke Bar.

    Police Lieutenant Colonel Wirawoot from Pattaya Police Station joined rescue workers at the Krua Maroom Music Bar located in Soi Potisan in Naklua in the early hours of Thursday Morning to investigate a serious assault on a English Man. At the scene, rescue workers attended to Mr. Robert Gordon aged 56 from England who had sustained a serious head wound caused by an attack by two Thai men inside the bar. Khun Pratana aged 42 who accompanied Mr. Gordon to the Bar explained to us that the two suspected attackers requested to sing a song on the Bar’s Karaoke Machine. For an unknown reason, Mr. Gordon was not in agreement with their choice of music and a verbal altercation between the two men and Mr. Gordon commenced. Nothing more happened until Mr. Gordon was left alone when Khun Pratana went to the Toilet. The two men approached Mr. Gordon and pushed him to the floor and repeatedly kicked him in the head. Following a Police investigation, one of the suspected attackers was caught and taken to Pattaya Police Station. Khun Tawatchai aged 28 confirmed the verbal altercation but claimed that he only pushed Mr. Gordon to the floor and no further assault took place. The case will be heard in court early next week.

  3. Pleas for help for Swedish Woman living on the streets.

    For many months a 40 year old Swedish Woman has been living on the streets of Pattaya. Many Police Divisions including the Tourist Police and Pattaya Police have encountered the woman who has no fixed abode. The woman drinks heavily on a daily basis and according to information gained from her, it appears she had a relationship with a Thai man who ended the partnership some time ago, leaving the woman will little money and nowhere to live. The Swedish Embassy has been contacted on numerous occasions in relation to her current situation and she has been picked-up by the Tourist Police and Pattaya Police on a number of occasions as well. Despite this, she remains on the streets and on Monday Night she was spotted on a bench in Naklua. Local Police were called in who in turn called the Tourist Police to collect her. It appears though, that she will be released back on to the streets to continue her life as a homeless foreigner in Thailand despite pleas from local Thai and Foreign residents of Pattaya to help her and send her back to Sweden where she can receive welfare support.

  5. American arrested in Central Pattaya, accused of illegally selling sexual enhancement drugs.

    In the early hours of Sunday Morning, Pattaya Police conducted an undercover operation in the Car Park of Foodland Supermarket on the Central Pattaya Road. The target was an American National who was known to be illegally selling sex enhancement drugs. Following the operation, Mr. Frank Joseph Janalik aged 69, who was born in the Czech Republic, was arrested and was found to be in possession of 550 Kamagra Jelly Sachets worth over 100,000 Baht. At the Police Station he confessed to purchasing the drugs in India with the intention of selling them to friends here in Pattaya. He was charged with selling controlled drugs without a license and will appear in court later this week.

    is a pre-nup legal in thailand,does it have any standing if the marriage falls flat,(likely)

    Prenuptial agreements are allowed pursuant to Thailand law if they meet certain requirements. It is advisable to have a qualified law office assist you with the preparation of a prenuptial agreement and the translation and legalization of such an agreement pursuant to Thai law. Prenuptial agreements, when prepared correctly, are generally considered valid legal agreements in jurisdictions outside of Thailand. Although litigation can be an unpredictable process and the laws of different countries may vary.

  7. Two English men caught with 68.7g of Marijuana.

    On Friday Morning, Police Colonel Nopadon, the Superintendent of Pattaya Police Station held another of his press conferences which are taking place on a daily basis at the moment. This time, two cases were presented to the gathered media.

    The first case involved the arrest of two English Nationals at the Niran Grand Condo in Soi Arunothai, Central Pattaya who were caught in possession of 68.7g of the class 5 drug Marijuana. Mr. Andrew Roy Anderson aged 28 and Mr. Christopher Walker aged 32 were caught following intelligence received by Police relating to the two men. They confessed to possession of a class 5 drug and will appear in court early next week.

    The second case features Khun Boonyong aged 31 who was arrested in Soi Gopai, South Pattaya following an undercover operation. He was arrested following the sale of class 1 drugs to an undercover officer posing as a drugs buyer. The suspect was caught in possession of 2.7g of Crystal Methamphetamine, known in Thailand as “Ya Ice”. He has been charged with dealing in a class 1 drug and will also appear in court early next week.

    Pattaya police say accusations of rape filed by an Australian woman against three Thai men before she departed for her home country are in fact fraudulent.

    Mrs Matilda Cavcic, 25, filed a report with Pattaya Police Station on February 17. She said that she had been walking back to her hotel when a Thai man had approached her with an offer to take her out and show her the nightlife. After that, he said, he would take her home. Because he seemed a sincere kind of person, she had accepted, she said.

    They had ridden on his motorcycle along Sukhumvit Road, before turning into a soi and traveling through the backstreets. She said she couldn’t remember the roads. They had then arrived at an abandoned building, where he stopped the motorbike. He dragged her into the building, where he raped her. Then another man appeared and also raped her.

    A third man then arrived and suggested he take her back to her room. The route back was through darkened sois with heavy foliage, and the man had also raped her before they arrived at her accommodation, where he left her.

    Initially, the police had immediately sent the victim to hospital for an examination, while attempting to find her attackers. However, police now believe that she filed a false report. She has already returned to Australia.

    Pol Col Nopadol Wongnorm, superintendent at Pattaya Police Station said that in verifying the account, officers had found the locations and the times in her statement did not match. At the time she stated the man had taken her back to her room at a hotel in Central Pattaya, it was apparent she was closely acquainted with the man she arrived with. He allegedly kissed her goodnight, then left as she went into her room alone. After that, she had filed her report.

    Following her visit to the police station, Cavcic had packed her luggage and left the hotel without paying her bill. It was later discovered she had returned to Australia. Police say they know her male companion, and would invite him in for questioning. Police intend to pursue the case, as it is a very damaging one to the country’s reputation.

Has the law changed or is just pattaya authorities putting their own spin on it, none smoking in open air bars is rediculous, you can smoke in open bars in the UK and Ireland, the original government release of this legislation was no smoking in aircon places only, I spoke to a few bar owners and they said open bars where not included in the ban and that the information spread out on various public forums including this one was incorrect.

    can someone that actually knows clear this confusion up.

    I find it interesting that nobody has replied to this post, there is obviously nobody here that actually knows, that makes all smoking threads on this forum utterly useless and meaningless.

    I'LL ask again, can someone that 100% knows if the smoking ban of Thailand previously/officially announced by the government has been altered by the government to include all open air venues as well as enclosed aircon, or is this alteration only by pattaya local authoritie or is there no alteration at all and it's made up crap by some illinformed people just trying to stir it up and create confusion, I'd go for the latter as most of the open bar owners know nothing about it.

    I was under the impression that the law related to air conditioned enclosed entertainment venues including bars and not to open air bars. It does however cover certain outdoor public areas such as open outdoor markets.

  10. Two arrested following recent stone attack on English man.

    Last Wednesday we reported on an attack on an English Man in Soi Beokeow, Mr. Roger Parker aged 50. He was attacked by two men with stones who had pulled up in a black car beside the victim. A Police investigation began and the identity of the two attackers was soon determined. Arrest warrants for Khun Sompong aged 35 and Khun Yutapoom aged 24 were issued and the pair were arrested on Tuesday which was quickly followed by a press conference at Pattaya Police Station led by Police Colonel Nopadon. The pair explained to officers that an incident occurred in the car park of the Interpol Hotel in Soi Diana Inn at a mobile Cocktail Van, relating to a disagreement over football teams. It appears that Mr. Parker overheard the two Thai Men speaking about Liverpool Football Club. Mr. Parker approached the two men and indicated he disliked Liverpool Football Team. A verbal altercation which almost led to a fist fight continued for some time before Mr. Parker and his friends left. The two suspects were angry and decided to follow Mr. Parker in their car and conducted the attack using stones rapped in plastic bags close-by in Soi Beokeow. The pair are now facing assault charges and will appear in Court early next week.

  11. Pavena Foundation takes 4 year old Walking Street performer into care following public complaints.

    The Pavena Foundation was founded by former Member of Parliament Pavena Hongsakul back in 1999 and is a non-profit organization which helps women and children who are abused or come from poor families who are unable to support their children. On Monday Night, Khun Pavena came to Pattaya after receiving a complaint from a member of the public regarding a 4 year old boy who is often seen on Walking Street begging for money. The search began and within the hour, the young boy was found. The boy’s father, Khun Sampan aged 34 was also found and both were taken to Pattaya Police Station along with Khun Sampan’s daughter. Evidence of possible abuse were seen on the boy’s arms in the form of bruises and Khun Pavena spoke with the boy who explained that he was forced to make dancing shows on Walking Street. All money made by the boy was given to his Father. The boy also alleges that if he did not make enough money in a night, he would be beaten by his Father. Police interviewed the father and a urine test was conducted on the Father which he subsequently failed. He was arrested and charged with consuming a class 1 drug and the boy was taken into the care of the Pavena Foundation for now.

  12. Canadian victim of Room theft in South Pattaya.

    Police Lieutenant Colonel Sawai from Pattaya Police Station was called to the Regalhope Villas I on the Pratamnuk Road in South Pattaya early on Tuesday Morning to investigate a suspected robbery from an apartment. The Officer was met at the location by Khun Sutaerp aged 51 who was awoken by a loud noise coming from outside the apartment block. Upon inspection, it was determined that the noise was a room safe which had been thrown out of the window of one of the second floor apartments which was occupied by Mr. David James Theede aged 57 from Canada who was out at the time of the robbery. The safe was recovered by Police and was found to have been forced open. Personal documents were found inside and it is thought that other valuable items had been taken. The witness confirmed that he saw a Thai Man run away from the area who appeared to be dressed in cloths similar to that of a construction worker. Police are now investigating and are waiting for Mr. Theede who cannot be contacted at this time, to determine what exactly had been taken.

    2 day bar closure this weekend due to Senate Elections and Religious Holiday.

    On Tuesday Morning at Pattaya City Hall a seminar for election workers took place in preparation for the first two days of voting for the Senate or Upper House Elections. On 23rd of this month those who reside in Pattaya but are registered in another province will be able to vote in this first phase of voting. Unfortunately, this will mean that bars and other late night entertainment venues will have to close from 6pm on 22nd until Midnight on 23rd. This election also coincides with Maka Bouscha Day on 21st February when bars are expected to close in observance of this religious holiday. The seminar explained to the election workers their individual jobs and how the election day will be organized to ensure they are working in accordance with regulations set by the Election Commission

  14. A Load of Cock and Bull Story

    Three Australian female tourists, each affectionately known as “Sheila” walked into Pattaya Police Station on the 17th February to make a report that one of them had been raped at knifepoint by 3 Thai men.

    An immediate investigation took place about such a serious incident. In order to capture the suspect men, CCTV footage was found at the hotel where she was staying. However, the film told another story about the incident. Indeed, the film had captured the people involved, but curiously, the camera showed the woman affectionately waving goodbye to her three ‘attackers’. According to hotel staff, she had hired the men for the purpose of sex on the previous night. Further, they discovered that the 3 women had already left the hotel without paying their bills. Now, the police are in cooperation with the Tourist Police and Immigration has begun a search for the 3 women who have vanished but are believed to be at large in Thailand.

  15. Three men arrested following beach assault on American Tourist.

    We have an update now on a story we featured last week regarding an assault of an American Tourist on Pattaya Beach by two men who claimed they were Pattaya Police Volunteers. We can confirm that the two alleged attackers and a third man connected with the case have now been arrested. They were presented to the gathered media at a press conference held at Pattaya Police Station on Monday Morning, led by Police Colonel Nopadon, the Superintendent of Pattaya Police Station. It was confirmed that none of the men were in fact Police Volunteers. Khun Apirak aged 22, Khun Tirapong aged 24 and Khun Oothai aged 23 admitted to conducting the assault. The three men were easily caught as they were known to many who frequent the Pattaya Beach area and were known to have conducted similar attacks on Tourists before. They have been charged with assault and theft and will now go to court to explain their actions to a judge later this week.
