When I was sitting in Phyathai 1 hospital, waiting for doctor, there was a poster in front of me about some steam treatment that deals with this... looked like a tiny metal pipe inserted that delivered steam to the muscle/prostate, which then made it smaller and stopped the problem. Sorry man, but... no. You could also be a driver for a government official without a driver's license if nobody checks whether you have one. But that doesn't mean you are not required to have one to drive. He flew under the radar "for years" in doing illegal jobs. Many people do. However that doesn't make it legal. But do ask him to go ahead and report it. And please do let us know how that goes. Big Joke needs new cases. Hasn't been in the news for a while...

Answer is really simple. While potentially we could avoid another health crisis due to several times exceeded air pollution limits, we won't. Because people causing pollution don't care. And because those who could stop these from doing it don't care. There are, in fact, reports, that this year will be even worse than last one, in which pollution lasted for 9 out of 12 months of the year, on most days exceeding air quality limits, not only WHO ones, but even Thai government limits, which are twice as high.
