If the pipe is broken before the meter, you should call the water provider (emergency phone number on the ticket you get every month in the small box) and explain them that there is a leakage. They will send someone to fix it at their cost.
Three weeks ago we had that problem and they came with 2 cars and 5 people to fix it. They were happy that we called them. As they told me, Thai people don't bother to call...
If the leakage is after the meter (on your ground), Lopburi3 already gave you the procedure

IMHO mourning is a personal feeling and should not be a must.
You can show other people that you are sad in many other ways than wearing black clothes. The most important is the respect you show to Thailand and its people.
Since a few weeks, I wear everyday clothes with a black ribbon. When I go to Lotus, to Makro, to the bank or to any other place where a big pic of HM the King is shown at the entrance, I wai because I respect him.
Wearing "normal" clothes and show respect is a lot better than wearing black clothes and acting like a "Farang Kee Nok".

A neighbour also used to play loud music.
One day as it as particularly very loud, I went to his house. He was working in the garden behind house and I invite him to follow me to see something in my house.
He came in and we drank a glass water and talked a bit. I didn't say anything about the loud music...
When he went back to his home, he turned the sound down and since then I don't hear his music any more.
I guess he didn't know that it was so loud and disturbing.
I'm pretty sure that if I asked him to turn the sound down he wouldn't have understand why and I would still hear the beats of his speakers.

Right but the 90 days report is nothing compared to a renewal of the extension.
In my case, the 90 days is reported in Dan Singkohn and the renewal in Hua Hin. Even if it's a pleasure to go to that office, the big difference is 100km...

If you really want to stay in that house and you still have 5 fingers on both hands, you should fix it by yourself or ask someone to do it. It will cost you only a few red banknotes.
On that way, you don't have to empty the daily bucket any more and you don't have to fight with the owner.

Hua Hin Immigration is very fast and they have a very good friendly service.
I usually arrive close for 12, take a ticket and then go have lunch. When I come back it's my turn within 10-15 min.

In "poor" countries, Unions will never have a chance to be or to get popular.
One good reason is that the fee for joining an union will scare many workers and I don't know any union which is fee free...

To see the thankful eyes of some beggar you just gave food or fruits is priceless.
I always give something to the ones I think they are real... and my day is beautiful.
