Maybe they confuse the meters... you pay for the neighbour and your neighbour pays for you and that since you moved in!
There is a switch near your electrical meter. Switch it off and wait until someone complains. You will see who's bill you pay.
Are you sure you have a water meter? I used to live with a girl in a 6 condo building and there was only one meter. The consumed water was divided by 6 regardless if the condo was occupied or not... -

The quotes only show that a letter from your Embassy or Consulate was mandatory in some Immigration Offices. I am aware that I will get official documents only from the Belgian Embassy!

I didn't get a receipt either but it's OK.
I paid for my new passport + new ID card from the Belgian Embassy in Paris only 57 €...

Hello,
I went today to the Hua Hin Immigration to get the visa and the extension transferred to my new Belgian passport.After 15 minutes in the office, I went out with my new passport stamped.
All I needed was:
- Old passport
- New passport
- 3 Copies of old passport:
- page with photo
- page with visa
- page with last extension
- 2 copies of new passport
- page with photo
- page with Visa on arrival (last week at BKK) + TM6 Departure card
- 500 THB
THAT'S ALL!
The IO didn't ask for the letter from the Embassy (I didn't have it anyway).
One more good experience in Hua Hin Immigration

When my piggy bank is full, I bring it to the 7/11 where I always buy my stuff. They take it and check it later when they have time. On my next visit, they credit my 7/11 card.
I never checked how many coins there are in the pot but I am every time surprised that it's so much money. I am sure they don't cheat me!

Whether you will have a problem getting another tourist visa will depend upon where you apply for it.
As far as I remember, I read somewhere on the TV forum that the sum of your stays in Thailand (TV and 30 days on arrival) cannot exceed 6 months/year. I might be wrong...
BUT
In 2012, the Thai Embassy in Paris didn't give me a visa because there were no 3 months gone since my leaving of Thailand.

I can imagine that people who wakes up everyday with the worry of how they or they relatives will manage to pay their debt or with the worry of how they will manage to feed the children or with any other worries don't have the mood to know what happens in Syria or what currency they use in Laos.
They know that their 300 THB daily salary will be too short to go sleep without thoughts so why do they have to know about square yards, millilitre and 1.35% interest?
They were born with worries, live with worries and certainly will die with worries.
Sometimes, they see a light and they hope and are happy. Sometimes it's for a short moment then the light goes out when the Farang goes back home.
Don't blame anyone because they don't want to know what happens around them. We don't know what happens in them.

It's IMHO the simplest way to do it. I did it 2 years ago.
- Arrival 2 Aug 2014 with 30 days tourist visa on arrival - expires 31 Aug 2014
- Non-Immigrant (Non-"O") visa on 27 Aug 2014 expires 24 Nov 2014
- 1 year Retirement Extension on 24 Oct 2014 expires 24 Nov 2015
I don't remember how much I paid for fee but it was cheaper than to leave the country. As far as I remember, the IO made a 90 days Non-"O" visa because of the 800k were fresh on account.

Thank you Tech Doctor for all the great job you do.
I am familiar with this layout because it's the same as the French Forum but I miss some features in the "Response Box" like colour and size of the font, some smiley etc (and I mis them on the French Forum too ).
We will keep on meeting some bugs until the update is finished and we have to be patient. If it was so easy to update a site, everyone would do it!

As said above: Internet, water, electricity etc should be paid by direct debit. No more worries and no more "Sh!t I forgot to pay".
And if you fear that your bank account could be plundered, open a new one just for that and feed it every month with the necessary amount.
But it could also happen that one day you say "Sh!t, I forgot to feed the bank account"! -
Why not run to the bathroom to get some water? That would be my first thought, a fire does not ignite and burns down a house in a few seconds only, I agree with some of the posters that running out and leave the fire to spread at will was at least not really clever, was it?
It's the last thing I would do: to trow water on an burning electrical appliance!
Better trow a blanket on it.
