According to an earlier report, the land deed issued to the owning company decades ago includes the lower stretch of the road within their legal boundary which is why it has been fenced in as private property. It is very likely that the Chanote was signed off by the local Land Office illegally. The owning company are now offering a compromise which will avoid the embarassment of an investigation. They have asked, very reasonaby, for a period of 14 days to enable them to fence off the new agreed perimeter.
Having 'won' back the beach, my bet is the locals will turn it into a dump in short order by ignoring everything the Governor has warned against. Backhanders and lack of enforcement will see to that.
