No. It's not the same graph (look well) and it couldn't be as the posted graph is about a recent update and the article is from February.
Anyway it doesn't really matter.
About " war economy", I don't know if there is a standard % to declare whether it is a war economy or not, but It's obviously a boost for GDP growth.
