VFS do send passports with EMS tracking. If you pay for courier delivery, you will be given a small plastic pouch after you finalise your application, with instructions to take it into the biometrics room when you are called.
The plastic pouch contains your passport and also a padded envelope with your address on it. This is the padded envelope in which your passport is returned to you.
If you open the plastic pouch you will be able to see the EMS tracking label on the padded envelope. You can make a note of the number or take a photo for later use.

Do Thais have to show there I.D. cards when they do the top up ?
They need to show their ID one time to register the card. No need to show their ID after that when they top up.

Tickets can be bought in sets not just individually and it multiplies the winnings.
Would anyone happen to know the maximum tickets that are available per set?

It is impossible to answer this question without seeing all the same documents that the land office saw.
Sorry I can't give you a better answer, but this cannot be answered based on hearsay.

@observer90210 I think it's better if you send @Darcula a PM. I don't know why he hasn't posted - he hasn't logged on for a while.

If I understand your post correctly you are describing a transfer of foreign currency into Thailand.
If this is the case the bank will do the reporting for you. All you have to do is ask the bank for a FET form and keep it safe.
You don't actually need the FET form unless you wish to transfer some of the money out of the country, but the form is free and obtaining it is a prudent step to take.

On a serious note, why was the guy arrested, do the BIB have any good reason to think that it doesn't belong to the guy who claims it's his?
I would imagine he was arrested so the police could formally ascertain the source of the money.
For example, if the arrested person was a demonstrably wealthy businessman who had a record of paying necessary taxes then the ownership would have some credence (other than the fact that wealthy people don't tend to take the bus).
On the other hand if the arrested person has no reasonable answer regarding the source of the funds then further investigations would need to be made. What if the alleged owner stole the money and there is a very unhappy Thai-Indian person wondering where their stolen money is?
I think on the face of it I would agree with the police's action in detaining the man for questioning. If it's legit it can be sorted out quickly and no real harm done.

If you exceed the 1,500 baht threshold you get taxed on the full amount of the shipment, including the shipping, not just the excess over 1,500 baht.
Rather than order two products at the same time, some people split their purchases into two orders, and therefore two parcels.
It's a matter of calculating what is cheaper: two lots of postage and no customs charges, or one lot of postage and customs charges.
