That is because the visa and subsequent extensions have NOTHING to do with retirement, as you said, but you still keep on using the word "retirement". They are based on being over 50 years of age.
Condos are regularly bought in a foreign name, that is one of the beauties of owning a condo, the fact that it can be in your name, (as long as the foreign quota is not exceeded).
I don't think the MFA do translations, you take a pre-translated document to them for Legalization.
Their website makes no mention of an appointment for legalization, so maybe one is not needed

The following are some important characteristics of usufruct agreements in Thailand that you must remember:
The title of the property does not get transferred to the usufructuary.
The usufructuary cannot sell the property.
The usufructuary is responsible for taking care of the management of the property.
The usufructuary cannot transfer the right of usufruct to another person.
The right of usufruct cannot be delivered to another party through inheritance.
Actually the cost of goods sold (COGS) should be about 33% of overall expenditure,(total costs are way more than that), you then have overheads and labour etc, which generally leaves between 3-6% in actual profit.
Woa there cowboy, not blaming anyone, merely pointing out that 200% of 50 is 100, not 150.
Don't care about the food service ratio, I care about maths.

230 x 84,000 = 19,320,000
These are the limited exemption examples for owners that meet the below criteria:
Your "wife's" land is well below the threshold to be free of tax ?
"
According to a police report, a CCTV recording of the site showed that the victim arrived at the scene of incident on a motorbike with another male foreigner. The victim was the one driving the bike, while the other individual was seated on the backseat.
The unidentified person was wearing a white shirt and black trousers. After the injured victim parked the motorcycle, the other foreigner walked away briefly and then returned to stab the victim, causing both him and the motorcycle to fall to the ground."

Totally wrong, if he has a visa he just carries both, if he has an extension of stay, he COULD visit immigration, or just leave on the old passport and arrive on the new one with his new VISA in.
In Thailand, wild water buffaloes have been reported to occur in small herds of less than 40 individuals. A population of 25–60 individuals inhabited lowland areas of the Huai Kha Khaeng Wildlife Sanctuary between December 1999 and April 2001. This population has not grown significantly in 15 years, and is maybe interbreeding with domestic water buffaloes.[24]
I doubt he encountered one of the very few Asian water buffalos
