  1. File photo for reference only By Puntid Tantivangphaisal The Thail Cabinet approved an increase in the rebate offered to foreign film productions, raising it to a range of 15 to 30% to attract more international filmmakers to shoot in the country. This decision, announced by Jirayu Huangsap, spokesperson for the Prime Minister’s Office, is part of a revised strategy to bolster Thailand’s appeal as a filming destination. The primary incentive stands at 15% for an investment of at least 50 million baht in the country while additional benefits can reach up to another 15%, as proposed by the Ministry of Tourism and Sports. For investments exceeding 100 million baht, the primary rebate increases to 20%, with total incentives not surpassing 10%. This new scheme is set to take effect from January 1, 2025. The funds for these rebates will come from the regular budget of the Department of Tourism. Should there be a shortfall, the Ministry of Tourism and Sports will seek additional funding from the annual central budget allocation. The Cabinet meeting also decided to waive the cap on the maximum rebate per production, which was previously capped at 150 million baht. This change is aimed at accommodating the increasing trend of large-budget international film productions choosing Thailand as a filming location. By doing so, Thailand hopes to enhance its competitiveness in the global film industry. “This review of measures will significantly impact the revival and stimulation of the Thai economy, spreading income to secondary cities, increasing employment for Thai people, and boosting domestic spending. It directly generates income for communities and citizens, promoting Thailand’s soft power abroad.” Over the past seven years, from 2017 to 2024, 72 films have participated in the foreign film promotion measures in Thailand, generating a revenue of 16,102 million baht. Between 2017 and 2022, 52 films have been reimbursed, contributing 9,669 million baht in revenue, with a total rebate of 1,534 million baht. For the years 2023 to 2024, 20 films are currently being shot, with financial documentation under review, expected to generate 6,433 million baht in revenue and approximately 1,310 million baht in rebates. Through these measures, the government anticipates an additional revenue collection of 20%. Thailand’s strategic location, diverse scenery, and rich cultural heritage make it an attractive setting for filmmakers worldwide. The increase in rebates is seen as an effort to further capitalise on these strengths, encouraging more international production houses to choose Thailand for their projects. By doing so, the country not only benefits from the direct economic impact of film production activities but also gains international exposure, potentially boosting its tourism sector. The government hopes that the revised rebate measures will not only attract more films but also increase local employment and foster the growth of the local film industry. By creating a more competitive environment for filmmakers, Thailand aims to position itself as a leading destination for film production in Asia. This move is also expected to stimulate related sectors, such as hospitality and transportation, thereby creating a ripple effect that benefits the broader economy, reported KhaoSod. On December 17th, around 6:01 PM, Pattaya police were conducting traffic checks when they noticed Mr. Ivanov's car, a grey Toyota Vios, adorned with colorful flashing lights on Sukhumvit Road. The 25-year-old driver was stopped and informed by the police that such decorations are illegal. Mr. Ivanov admitted he didn't know about this rule and was fined 500 baht for breaking vehicle equipment regulations under the Motor Vehicle Act. After being informed, Mr. Ivanov understood the regulation, paid the fine, and explained he decorated the car for Christmas and New Year, thinking it was acceptable as he saw others doing it in Bangkok. Pattaya Police have since issued a warning to residents and tourists, advising against decorating vehicles with items like reindeer antlers or flashing lights, as this can confuse other drivers and obscure signals, leading to potential accidents. Such practices violate sections of the 1979 Motor Vehicle Act and can result in fines up to 2,000 baht, reported The Pattaya News. -- 2024-12-18

Just after 4.45 am yesterday, a pickup truck collided with a tuk tuk near the dangerous Khuan Yak Curve, sparking fresh calls for enhanced road safety. The calamity unfolded when the truck's brakes failed on a descent, leading it to swerve into oncoming traffic and strike the uphill-bound tuk tuk. The impact overturned the Isuzu pickup and left the Suzuki tuk tuk on its side. Among the injured are both drivers: Issarayot Wichaidit, 52, behind the wheel of the truck, and 45-year-old tuk tuk driver, Pracha Anluen. Also hurt were three passengers in the tuk tuk, including Russian tourist Arthur Nabillin, 40, and locals Chutima Champasri, 38, and Marisa Pudchin, 32. All were transported to Patong Hospital. Police arrived promptly to document the incident, gathering consistent accounts from both parties involved. "We're investigating further to establish liability and enforce legal measures," a police spokesperson shared. The shocking collision was captured on CCTV, displaying a green Toyota Corona, driven by Itthidet Wongkamchan, careening into a motorcycle carrying two teenage girls—Fah, 15, and Noon, 14. This tragic event has left the girls battling severe injuries, including broken limbs and hip fractures. The accident unfolded as the girls were on an errand for their elderly grandmother. Eyewitnesses recounted Itthidet's initial assurance to cover the medical expenses, a promise that has remained unfulfilled as he disappeared without a trace. The mounting medical bills have pushed both families into financial turmoil, forcing them to rely on high-interest loans. Fah’s mother, hailing from Hat Yai, shared her emotional turmoil as she faced over 30,000 baht (approximately £720) in unanticipated expenses. "We are ordinary people, and this accident has left us in a difficult situation," she lamented, urging the driver to bear his responsibility. This incident has reignited discussions on the need for stricter driving regulations for monks, a topic that has gained traction among local residents and netizens alike. The police, with the aid of CCTV footage, are continuing their investigation, while attempts to contact Itthidet's relatives have yielded little progress. Noon’s father expressed his profound despair, recounting his tears upon learning of the accident. He appealed earnestly for the former monk, who had departed the temple years ago under questionable circumstances, to fulfil his initial vow and assist the injured girls. As the families grapple with their dire situation, the community remains vigilant, hoping for justice and accountability in the wake of this distressing incident. -- 2024-12-18

  9. Photo: The Thaiger In a shocking incident in the Isaan province of Roi Et, Thailand, 49-year-old Boonlai confessed to fatally shooting his wife, Phitchaya, allegedly driven by jealousy. The tragic event unfolded on December 16, witnessed by their son and Phitchaya's tomboy friend, Maneerat, at the latter's home. Boonlai, suspecting a romantic relationship between Phitchaya and Maneerat, confronted his wife upon learning she stayed overnight at Maneerat's residence following a concert on December 15. Despite her reassurances, he perceived evidence of intimacy in online exchanges between the two women—a suspicion aggravated by their frequent photos and videos together. Failing to persuade Phitchaya to return home with him, Boonlai claims he acted in a fit of rage, shooting her twice in the head at close range. He left the scene with his son in distress and fled to Mukdahan province, where he was later apprehended. Boonlai left the weapon behind and has now been detained by the police. Maneerat, expressing disbelief, refuted any romantic involvement with Phitchaya, stating they were merely friends. She also mentioned that Boonlai never voiced his suspicions or confronted her previously about such beliefs. Phitchaya’s mother expressed relief on Boonlai owning up to his actions yet remains in the dark about her daughter's relationship with Maneerat. As Boonlai awaits his sentence, he appealed through the media for Maneerat to care for his two sons, a request stemming from the responsibilities he can no longer fulfil. This devastating tale highlights the extreme consequences of mistrust and miscommunication within relationships. -- 2024-12-18

  11. File photo for reference only A tragic event unfolded late yesterday in Kamphaeng Phet when a pickup truck, involved in an illegal migrant smuggling operation, collided with a police checkpoint vehicle, leading to the death of Officer Nattawat Phawatratchapong. The operation, based on a tip-off, was led by Opas Khongmueang, the Provincial Police Commander, to intercept smugglers transporting foreign workers from Wang Chao. The smugglers used three vehicles: two pickups including a Ford as a lookout, and another with a canopy carrying migrants. The police had set up a checkpoint strategically, anticipating their route. At around 11.25pm, the Ford driven by Niphan was spotted, prompting the police to initiate their blockade using a patrol car and a spike strip. Moments later, the Nissan pickup managed to dodge the strip, but the third vehicle with a canopy, driven by Songpol, struck a stationary police car, leading to the deadly crash. Officer Nattawat, known as Moo Arm, was ejected into a lamp post and tragically died from the impact. Songpol tried to escape but was captured following a pursuit. Niphan, unaware of this, returned to assist and was also apprehended. In total, 19 illegal migrants were found in the vehicles. During questioning, the suspects admitted to transporting migrants for 8,000 baht (US$233) per vehicle from Wang Chao to Uthai Thani province. Songpol claimed a lack of visibility due to the lead vehicle's sudden swerve led to the crash and his subsequent panic-driven escape attempt. Following the incident, Opas inspected the scene and ensured that Officer Nattawat's funeral would be conducted with full honours. The investigation continues as the police gather all necessary evidence to press comprehensive charges against the suspects involved in this tragic incident. -- 2024-12-18

  13. File photo for reference only In a significant move, the Thai Cabinet has approved a proposal to increase the number of foreign workers in businesses, addressing a critical shortage. This initiative responds to employment laws from 1979, which restrict foreign worker numbers to 100 per business and stateless workers to 50. Prime Minister Paetongtarn Shinawatra urged the Cabinet to revise these regulations, highlighting that the economic landscape has vastly changed over the past 45 years. Government spokesperson Jirayu Huangsab noted that the Interior Ministry will explore a balanced new quota that considers economic and security needs. Currently, Thai labour laws structure foreign employment into prohibited, restricted, and conditionally permitted categories, with stringent regulations on sectors like media, agriculture, and national security. In other significant Cabinet business, the government approved the transfer of a Gulf of Thailand energy exploration concession. Total Energy's 33.33% stake in Block G 12/2005 will go to PTTEP International, who will now hold full ownership without affecting government royalties. -- 2024-12-18

Picture courtesy of KhaoSod By Bright Choomanee A night meant for work ended in distress for a young entertainment worker who attended a party to serve drinks, only to be assaulted by the host’s partner. The altercation left her with bruises and prompted her to file a police report. The incident took place on December 14 at a riverside establishment in Mueang, Surat Thani province, opposite Koh Lamphu. The 27 year old woman, known as Bee, alleged that the partner of the party organiser attacked her without prior acquaintance or provocation. Bee, who works as an entertainer, detailed her experience, noting that the assault occurred while she was on duty, mixing drinks at the event. She recounted that during a brief pause to chat with a customer near the restroom, she was confronted by Panadda Dummunee, the partner of a man identified as Muen. Panadda allegedly pulled Bee’s hair and physically assaulted her, leaving visible bruises on her left arm, right arm, and other parts of her body. “I was just doing my job and this happened to me. No one at the party, all of whom were friends, stood up for me or testified to witnessing the attack.” Bee added that the lack of support from the attendees added to her frustration and sense of injustice. Following the incident, Bee filed a complaint with the Surat Thani City Police. Despite the severity of the situation, Bee reports that neither Panadda nor the organiser has offered an apology or taken responsibility for the attack. Instead, Bee claims she received threats of further retaliation, intensifying her resolve to seek justice through legal means, reported KhaoSod. The police confirmed receipt of Bee’s complaint and have facilitated her medical examination at Surat Thani Hospital as part of the investigation process. Source: The Thaiger -- 2024-12-18

  17. Photo via ThaiRath By Petch Petpailin A Thai man physically assaulted his wife in a rented room in the Isaan province of Udon Thani after discovering she traded sex for drugs twice. The abusive husband later forgave her. The owner of the rented room, 62 year old Ittiphon, contacted officers from Nakha Police Station and asked the couple to explain the physical assault and the loud noise coming from their room. The 27 year old woman, named Onn, was crying, while her 34 year old husband, Boy, was clearly angry. Onn suddenly bowed at her husband’s feet and apologised to him. She then promised never to bring any men to their room again. Boy told Ittiphon and the police that he worked as a welder in a steel factory in the city centre of Udon Thani, while his wife was unemployed and stayed at home alone when he was away. Boy later caught her having sex with another man. He said his wife did not seem to enjoy their sexual activities as much as she did in the past and sometimes refused to have sex with him. Boy repeatedly questioned her until she confessed that she brought another man to their room and had sex with him when he was away. Onn claimed that she agreed to the sex only to obtain ketamine from the man. Boy admitted to slapping Onn in the face and kicking her hard. He wanted to discuss the matter with Onn’s parents but Onn felt guilty and apologised to him. He still loved her and felt a responsibility to take care of her, so he forgave her. Boy then made a promise in front of the police that he would never hurt his wife again, while Onn also promised not to cheat on him and to quit using drugs. They then kissed each other to prove their love. Although the couple resolved their issues, Ittiphon decided to cancel the rental contract with them. He said the couple rented his room for 15 days but he received numerous complaints from other tenants. Ittiphon explained that the couple often fought, caused loud disturbances, and used drugs in his accommodation. He supported Onn but her behaviour did not improve. He gave them 15 days to find a new place and move out. Source: The Thaiger -- 2024-12-18

  19. Photo courtesy of Bangkok Post By Puntid Tantivangphaisal Srinagarind Hospital in Khon Kaen called on the National Health Security Office (NHSO) to address the overwhelming demand for cancer treatment, following a staggering 830% increase in patients seeking care under the Cancer Anywhere (CA) programme. Hospital director Somsak Tiamkao yesterday, December 17, highlighted that the facility is struggling to cope with the significant rise in cancer patients referred through the NHSO’s CA programme. This surge has placed immense pressure on the hospital’s resources and staff. Since the introduction of the programme, the number of cancer patients at Srinagarind Hospital soared by 830%. In addition to being a medical treatment centre, the hospital also provides training for medical students. However, the influx of cancer patients has created significant challenges, particularly concerning staffing and the hospital’s capacity to both educate students and maintain healthcare services. Somsak noted that the hospital is unable to increase its number of beds, doctors, nurses, or medical staff, which poses a risk to maintaining high medical standards. Previously, a doctor could complete their morning patient diagnoses and then focus on teaching or research activities. Now, due to the increased workload, medical professionals are occupied well into the evening, reported Bangkok Post. “We need to have a serious discussion with the NHSO. The programme must follow clear guidelines and procedures set by the NHSO. We are not refusing treatment, but we want cancer care to be standardised across all hospitals.” The hospital director emphasised that all hospitals are equipped to deliver such care. “The NHSO needs to discuss, listen, and help solve these issues instead of letting the situation escalate like a ‘broken dam.’” Source: The Thaiger -- 2024-12-18

  21. Photo courtesy of VN Express International By Puntid Tantivangphaisal Prosecutors in South Korea are demanding the death penalty for two men accused of the chilling murder of a Korean tourist in Thailand, an act described as both premeditated and brutal. Court officials confirmed the request today, as grisly details of the crime emerged. The suspects, 39 year old Kim Hyeong Gwon and a 27 year old surnamed Lee, face charges of murder during a robbery, desecration of a body, and attempted extortion. Prosecutors also called for a life sentence for a third accomplice, a 25 year old, also surnamed Lee. The verdicts will be delivered by the Changwon District Court on January 16, 2025. The horrifying crime unfolded on May 3 in Pattaya, Thailand. The suspects reportedly met their victim, a 34 year old Korean, at a Bangkok nightclub. Prosecutors allege the men lured him to Pattaya in a rented car, where they killed him before attempting to erase his identity. They allegedly stuffed his body into a plastic barrel, filled it with cement, and dumped it in a reservoir. The accused didn’t stop there. Using the victim’s phone, they withdrew 3.7 million Korean won (around 88,000 baht) and demanded an additional 100 million won from his family. Chillingly, they made the ransom call on May 7, days after the murder, threatening to kill the victim—who was already dead. Thai police, in cooperation with Interpol, tracked the suspects across Cambodia, Myanmar, and South Korea. By September, all three were in custody. Investigations revealed they had met through a job advert for a voice phishing scam, reported The Korea Herald. With the sentencing date approaching, the case has reignited debates on capital punishment and international crime syndicates, as police describe the crime as “calculated and heinous.” Source: The Thaiger -- 2024-12-18

  23. Photo by Ján Žilla via Canva By Petch Petpailin The Thai government is continuing the Formula One (F1) project initiated by former Prime Minister (PM) Srettha Thavisin, with plans to hold Thailand’s first F1 race in the Chatuchak neighbourhood of Bangkok. F1 enthusiasts were given hope after former PM Srettha discussed the project with the race organisers during his visit to France in March this year. The former PM pledged to make F1 fans’ dreams a reality by 2028, with the event initially expected to take place near U-Tapao Airport in the eastern province of Rayong. Despite the change in leadership, the Pheu Thai Party and current PM Paetongtarn Shinawatra vowed to continue all projects and policies initiated by Srettha for the benefit of Thai citizens, with the F1 project remaining one of the active plans. Isara News reported today, December 18, that the government granted an exclusive interview confirming that a special committee met yesterday, December 17, to discuss potential venues for the F1 race. The proposed venues discussed during the meeting included: Bangkok: Ratchadamnoen Road, Chatuchak area, and the vicinity of Bangkok Train Station (Hua Lamphong) Nonthaburi: near the IMPACT Arena, Exhibition and Convention Centre, Muang Thong Thani Rayong: U-Tapao Airport The committee unanimously agreed that the Chatuchak area would be the ideal venue for the race. The event is expected to take place on roads surrounding three public parks: Chatuchak Park, Queen Sirikit Park, and Wachirabenchathat Park (Rot Fai Park). The proposed route would span approximately 5-to-6 kilometres. The committee explained that Chatuchak was deemed the most suitable location as the F1 race in Thailand should be a city event to attract more visitors. The next step involves submitting the confirmed route to the Fédération Internationale de l’Automobile (FIA), the F1 governing body, to assess its feasibility and suitability. While awaiting confirmation from the organisers, the government plans to commission experts from Chulalongkorn University to conduct a study on the proposed route and event. Officials are optimistic that the race could take place as early as 2027. When asked whether the progress had been reported to PM Paetongtarn, the committee assured that all updates were being communicated to the Prime Minister on an ongoing basis.
