  1. The Department of Medical Services (DMS) has unveiled its 13 Quick Win strategy, led by the Director-General’s representative, Amporn Benjaphonpitak. This public health strategy is designed to tackle liver and bile duct cancer diagnoses, establish mini-rehabilitation centres in every province, set up four health zones, and enhance services in Bangkok’s Don Mueang district and Chiang Mai’s Mueang district. The objective is to drive the healthcare sector and stimulate the economy. The DMS is swiftly implementing policies such as full-circle cancer care, run by the National Cancer Institute and regional cancer hospitals. In the first 100 days, the focus will be on promoting knowledge of prevalent cancers in Thailand amongst the public and cancer patients, encouraging HPV vaccination and supporting the diagnosis and screening of liver and bile duct cancer in high-risk areas. The public health strategy also includes the establishment of Cancer Warriors for five significant types of cancer. A mini-rehabilitation centre will be established in every province, run by the National Institute of Drug Abuse Treatment and the regional Thanyarak Institute. The goal is to increase access to standard treatment services, reduce congestion, save time and lower costs. Personnel will be trained in drug abuse treatment. A former Thai soap opera actress and her husband have reported an investment scam to the Central Investigation Bureau (CIB), involving a gold trading business operated by the son of a famous Bangkok singer. The couple was convinced to invest in the business, promising high returns of 10%, resulting in a loss of 2.4 million baht. The former actress, 63 year old Wanitha Watcharobon, and her husband today, October 11, arrived at the CIB to meet with Police Lieutenant Colonel Saiyut Yodkham, the central investigator, to seek justice in this investment scam. They provided documents as evidence to support their claim that they were duped into investing more than 2 million baht in a gold trading business by the son of a famous Bangkok singer and former film actress, who is also a friend of her husband. Wanitha revealed that they were lured by the son, referred to as “A” to keep his identity anonymous, into investing in a gold trading business that promised a 10% return on investment. He represented the business as a reputable company. Initially, they received their promised returns for the first two to three months. However, problems started to arise when “A” began making excuses to delay payments, and when they demanded their initial investment back, they were either sidestepped or partially repaid. The suspect was apprehended at a friend’s house in the Phanat Nikhom District of Chon Buri Province after he had been in hiding since the incident occurred.   7. A 49 year old man has been arrested for sexually assaulting a 12 year old girl, resulting in her pregnancy. The suspect was apprehended at a friend’s house in the Phanat Nikhom District of Chon Buri Province after he had been in hiding since the incident occurred. Boonlue is believed to have committed the assault twice at the girl’s home and threatened her life if she told anyone about it. The girl, who is now seven months pregnant, kept the secret until her grandmother discovered the pregnancy and reported it to the police. The girl’s uncle, 56 years old La (surname withheld), recounted the horrifying incident. He said Boonlue took advantage of the fact that the girl was alone at home while he was selling goods at the market. La expressed relief at the capture of the perpetrator, as he and the victim no longer live in fear, reported KhaoSod. The victim, who has been living in fear since the first assault in February and the subsequent one in August, is now feeling relieved after the arrest of Boonlue. She had been afraid to share her ordeal due to the threats made against her life. Sawang Boriboon rescue workers received a call from a Thai-Russian interpreter at 1 AM today, October 11th, reporting that there were two Russian tourists suffering from what appeared to be a panic attack. The couple suffered breathing difficulties after eating a cake mixed with cannabis, according to the interpreter. A life-saving team promptly travelled to a hotel on Jomtien Second Road in the Nongprue sub-district of Banglamung district, Chonburi province, where the couple was accommodated. They found the tourists, whose names were not reported to the press, at the scene, and through an interpreter they described feeling weakness in their limbs, racing hearts, and felt as if time had slowed to a crawl. It was unclear if the couple had ever tried cannabis before or how much they consumed. Recognizing the severity of the situation, the rescue team decided to transport the couple to a hospital. However, during transit, the Russian tourists suddenly became agitated for unknown reasons. They vehemently signaled the team to pull over, shouting and pounding on the ambulance door. BANGKOK (NNT) - With the Securities and Exchange Commission (SEC) having recently received a new secretary-general, the agency is now implementing an urgent policy to rebuild confidence among stock investors, who were shaken earlier this year by developments concerning More Return Plc. and Stark Corporation Plc. The agency is also hoping to elevate the Thai capital market into a funding and saving destination for all segments of the public. SEC Secretary-General Pornanong Budsaratragoon said the first matter to be pursued by the SEC going forward is fostering investors’ confidence. This would be done by developing and regulating the capital market so it would function as a funding tool for all levels of businesses as well as a tool for saving money for those in the people sector. The SEC hopes for the capital market to function as a key mechanism promoting economic sustainability. According to Pornanong, actions are being taken jointly with the Department of Special Investigation as a result of developments surrounding STARK and MORE shares in the stock exchange. Said actions include prosecution, expanding on the charges being sought, and penalizing wrongdoers. The SEC will seek to communicate with investors about the progression in these matters. A feasibility study is currently ongoing to determine whether a fund for rehabilitating those who suffered losses from their investments could be set up. Said study is looking into potential sources of funding for the fund, the form of operation the fund would take, as well as the fund’s work mechanism. On the topic of regulating digital assets, the SEC secretary-general explained that the Emergency Decree on Digital Asset Businesses already provided robust oversight on this front. The wider Securities and Exchange Act, meanwhile, is being improved to also include matters of digital assets governance. The Council of State is now vetting the proposed amendment to the Securities and Exchange Act. Once this step is complete, the National Assembly will deliberate on the revised bill and give its validation. All aspects of the amendment are expected to become clear by year’s end. Pornanong also commented on the government’s economic stimulation measures, acknowledging they are having positive effects on the Thai capital market. This is especially true with policies that promote improved profits at listed companies and the transfer of these profits to investors. The SEC chief also noted that leading up to this point, the Thai capital market was under heavy pressure from external factors, the interest rate hike cycle, and the depreciation of the Thai baht. They culminated in an unprecedented popular uprising that saw hundreds of thousands of people rally on Rajadamnern Avenue in Bangkok on October 14th, to demand an end to dictatorship under the Thanom government. Hundreds, including university students, were gunned down by security forces, but the pro-democracy protesters won the day. On that day, the corrupt regime, led by Prime Minister Field Marshal Thanom Kittikachorn and his military cohorts, crumbled after more than 10 years in power. It was, without a doubt, a triumph for people power, but it came with a heavy price in terms of human lives.
