No arrest warrant will be issued against Phra Netiwit for his failure to attend the military service lottery draw as required yesterday (Sunday) in Samut Prakan, said Maj-Gen Sirichan Ngathong, deputy spokesperson for the Royal Thai Army). She explained that the former student activist, Netiwit Chotiphatphaisal, will be treated like other draft dodgers, in accordance with the established procedures of the Interior Ministry, which is that the Mueang district of Samut Prakan, where Netiwit was supposed to report, will issue a notification inviting him to the district office for questioning about his absence. If the district officials discover that there is no valid reason, based on force majeure, for his failure to report and his actions are a violation of the Conscription Act, the officials will advise the police to take legal action against him. Ahead of the usual Songkran traffic mayhem, the Department of Skill Development of the Thai Labour Ministry is offering car inspection services, free-of-charge, at its skill development offices throughout the country until Wednesday. Deputy government spokesperson Tipanan Sirichana said that the department’s service centres will inspect tire inflation, engine condition, oil level, the lights, signals and the radiator. She said that the inspection will be carried out by instructors and experienced car mechanics. Motorists, as well as motorcyclists, can bring their vehicles for checks at the Skill Development Institute in Bangkok or their offices, which are mostly located along main highways, before travelling during the Songkran festival. Thai military delays date for new conscripts to report so they can vote on May 14th The Ministry of Defence has postponed the date for new conscripts to report for military service to May 15th, to allow them to cast their ballots in the general election on May 14th, according to General Kongcheep Tantravanich, spokesman forthe ministry. The island remains a bit of a ‘little-big’ anomaly in Southeast Asia’s massive resort island arsenal. Despite hosting famed global hotel brands such as Four Seasons, Ritz-Carlton, W, InterContinental, and Banyan Tree, its smallish private airport capacity has somehow created a natural barrier to mass tourism in the development-crazed last 25 years. Over the past week, we have been compiling our latest hospitality, tourism, and hotel research on Thailand’s second-largest island, Koh Samui. The island remains a bit of a ‘little-big’ anomaly in Southeast Asia’s massive resort island arsenal. Despite hosting famed global hotel brands such as Four Seasons, Ritz-Carlton, W, InterContinental, and Banyan Tree, its smallish private airport capacity has somehow created a natural barrier to mass tourism in the development-crazed last 25 years. Looking at the tourism recovery trajectory in our newly released Samui Hotel Market Update 2023, the best word I could use for growth was the impish term ‘moderate.’ No, the island has not broken into a full sweat, but looking at the mounting hotel room night demand in Q4 of last year and into the first quarter of 2023, there are positive signs of momentum. One of the most important pieces of recovery news is the re-starting of direct flights between Hong Kong and Koh Samui by Bangkok Airways starting the 1st of July. Three weekly flights are set, using an Airbus A319 aircraft. Mainland China flights are also on the books for May which is another strong positive. And for hotels, room night demand has been rising at a great pace this year. But, this is the conundrum, the destination has limited low-cost airline access, with limited numbers coming from the mainland’s Surat Thani airport and then taking a ferry. While other Thai resort destinations such as Phuket and Pattaya hotels have been on a sharp incline upward, Koh Samui’s return to normal continues to be slower and at a more protracted pace. But my point here is, maybe that’s okay. As fast-growing resort islands across Asia grapple with high population growth, traffic woes, and broken infrastructure, perhaps Koh Samui’s airport-imposed limitation is not entirely a bad thing. Smaller can often be better and chasing the endless tail of growth is not the right recipe for every destination. One of the niche tourism segments that the island has maintained over the years is wellness. The Kamalaya Wellness Sanctuary and Holistic Spa remain one of Asia’s best-in-class offerings. Rumoured to be expanding their current operation with additional land, we can’t wait to see what’s in store next for this icon. However, the killer was saved by one of his relatives who happened to be fishing at the riverbank. This morning, officers at Ban Kum Police Station were informed that a woman was stabbed to death at a house in the Ngio Rai subdistrict of Mueang Lopburi district. Upstairs, police found the body of 30 year old Yuwadee Phakhai – who was stabbed 21 times – lying on a bed sodden with blood. On the stairs, police found a bloody, bent knife. Yuwadee’s 18 year old sister Achariya Phakhai testified to the police that she heard her sister scream several times at 8am before falling silent. Achariya said she was in the bathroom at the time and came out to see her sister’s 30 year old husband Anupong Saengngaongam running down the stairs. He fled in his red Chevrolet pickup truck, suspected to head to Ayutthaya where he has relatives, said Achariya. Police contacted officers at Chang Yai Police Station in Bang Sai district of Phra Nakhon Si Ayutthaya province to request that they track down Anupong’s pickup truck. Then, Ayutthaya Rescue Unit was informed that a pickup truck drove into the river near Wat Pho Taeng Tai in the Bang Sai district. When rescue workers arrived, no driver was found inside the car. A witness, Anupong’s relative, had rowed a boat out and saved Anupong from the sinking vehicle. Rescue worker Sahaphap Unsung-gnern said that when he described the car to the police, it matched the description of the wanted killer’s vehicle. Rescuers arrived on the scene to find that a black Mitsubishi Mirage sedan and a black Honda PCX motorbike had collided, resulting in severe damage to both vehicles. Santisuk and Chatchawan were lying on the road with severe injuries. The rescuers tried to save the victims, but they tragically succumbed to their injuries at the scene. The rescuers contacted the victims’ relatives, who confirmed that they were a couple, The Pattaya News reported. Police arrived at the scene shortly after and questioned the driver of the sedan, 64 year old Thamnanab Matmooltri. The officers reported that Thamnanab appeared to be intoxicated, so they took him to the police station for an alcohol test. Authorities suspect that Thamnanab was travelling at high speed and lost control, resulting in the collision with the victims. Thailand’s Supreme Administrative Court has dismissed lawsuits, filed against the Election Commission (EC), demanding the nullification of the commission’s revision of constituency boundaries for Bangkok, Sukhothai and Sakhon Nakhon provinces. In the decision, which was read today (Friday), the court rules that the EC’s revisions are in compliance with Section 86 (5) of the Constitution and legitimate, pointing out that the populations of the constituencies, the boundaries of which were revised, are within 10% of the average constituency population of 162,766. The lawsuits had been filed by Atavit Suwanpakdee, deputy leader of Chart Pattana Kla party, two of its election candidates for Sakhon Nakhon and a Democrat Party candidate for Sukhothai province. Summer is in full swing in Thailand, with peak “feels like” temperatures shooting up to 50 degrees Celsius yesterday in Bangkok. Every region is sweltering with heat. At 3.30pm, officers at Nang Rong Police Station were informed of a car fire outside a home in Nang Rong district. Police rushed to the scene with Mueang Nang Rong Fire Department firefighters, the Buriram Highway Police Rescue Unit, and Siam Ruam Jai Salvation volunteers. Officials found an Isuzu D-Max pickup truck with a Nakhon Ratchasima number plate entirely engulfed in flames outside a house in Ban Thung village. Locals said the fire had been raging for a long time. They tried and failed to extinguish the flames themselves before calling for assistance. The authorities found the bones on a cliff in Moo 6 village of Sri Sakhorn district in Pattani province. Along with the bones, they found the ID card of the chief of the Tambon Don Administrative Organisation, 67 year old Suthee Wayeng, who was last seen on August 30 last year. On that date, Suthee left his home on his motorcycle to check a tap water plant in Don sub-district of Panare district. At his house were his wife, a retired public school teacher on regular dialysis, his unemployed daughter and his son-in-law, who works as a labourer. Yesterday, the team of police and rangers also went to a house about 20 metres from the tap water plant, and discovered Suthee’s motorcycle, which had been crushed and buried under soil, near the place. The officials took the house owner to a military camp for interrogation, Bangkok Post reported.
