It’s like there is some competition to see how long you can stay in Thailand without a valid visa. Now, a Swedish man has been arrested in the south of the Chon Buri province by the Immigration Bureau for overstaying his visa by more than seven years. 50 year old Lennart Alexander was apprehended at a rented property in the Si Racha district of Chon Buri after his landlady reported him to the authorities. The Swedish man had initially arrived in Thailand via Suvarnabhumi Airport in Bangkok on January 7, 2016. However, he failed to leave the country before the expiry of his visa and ended up staying for 2,610 days, just over seven years. Thiti Saeng, commander of the Metropolitan Police, raided a karaoke venue located on Soi Songprapha 12 in Bangkok’s Don Mueang district after receiving a tip from informants that the venue was involved in human trafficking of female children. During a search, police rescued two underage girls, a 17-year-old and a 14-year-old, from the venue, and arrested the 42-year-old owner of the shop, Ms. Naruemon (last name withheld by police). This week, the Mekong River Commission (MRC) will convene the 4th MRC Summit in Vientiane, Lao PDR. This will be the fourth time the leaders of the Mekong come together to reaffirm their highest commitment to the MRC’s mandate and work for an economically prosperous, socially just, and environmentally sound Mekong River Basin. The Mekong is undergoing tremendous transformations, with great challenges in terms of changing flow regimes, degrading environmental assets, increasing population and water use, and flooding and drought. Yet there are also significant opportunities to make development more optimal and sustainable, preserve key wetlands, watersheds, and floodplains, and increase the resilience of countries and communities. Transboundary water management cooperation is also a critical element in all forms of sustainable development - from conquering water scarcity and protecting biodiversity to building stronger economies and ensuring peace and security. In many parts of the world, transboundary groundwater resources provide irreplaceable benefits to local communities, particularly in arid areas, such as transboundary Cambodia - Mekong River Delta Aquifer, which is shared between Cambodia and Vietnam. Although the MRC has included groundwater in its mandate, aquifers (in particular, transboundary aquifers) are often forgotten, even though they represent a valuable source of water and there is an inherent link between surface and groundwater when discussing water resources management. International Conference on Cooperation for Water, Energy, and Food Security in Transboundary Basins under Changing Climate, held on 2 April 2014 in Ho Chi Minh City, Viet Nam emphasized that “Groundwater in the Mekong Region - Transboundary Aquifers” were being under the effect of groundwater overexploitation and possible influences across borders such as: lowering of groundwater table, reducing of groundwater availability, saltwater intrusion, change of water quality, land subsidence, and impact of ecosystems. Many researches and projects strongly proved that ancient deep water layers are being depleted and are not replenished by Mekong flood waters. Several groundwater reserves are transboundary, and it is recognized that there is limited capacity to manage these shared resources and limited knowledge about the sustainable yields of these transboundary aquifers. Especially in Mekong Delta Vietnam, the drought in 2016 has thus resulted extremely in a decrease in groundwater levels and the most extensive salinity intrusion in the last 90 years. This raises the concern that current groundwater use is already depleting the limited aquifer, and that further intensification of this groundwater use in the future is unsustainable in the Mekong Delta Vietnam. The need for a regional survey of “current groundwater use and the potential of new developments” is clearly defined in the MRC Strategic Plan 2016-2020. Besides, training workshops are being organized to expand capacity building activity on groundwater management in the Lower Mekong Basin in recent years. The project “Enhancing sustainability of the Transboundary Cambodia - Mekong River Delta Aquifer” under Global Environment Facility - 7 (GEF-7) (kick-off by the end of 2022) is expected to strengthen the environmental sustainability and water security in the Lower Mekong Basin by focusing, for the first time, on improved governance and sustainable utilization of the Cambodia-Mekong River Delta Transboundary Aquifer. The limited understanding of groundwater systems by the member countries restricts the sustainable management of groundwater resources. The 4th MRC Summit’s theme of “Innovation and Cooperation for a Water Secure and Sustainable Mekong” is a great opportunity to raise the agreements to increase the flexibility of management options, particularly when the management of groundwater systems is linked or at least supports each other. Transboundary co-management at the local level has reversed the trend of resource deterioration and re-established the groundwater level. And it will support the achievement of several Sustainable Development Goals (directly and indirectly) and their associated targets. BANGKOK (NNT) - Thailand aims to have the Andaman Sea Natural Reserves listed on the UNESCO World Heritage list by 2025. The Department of National Parks, Wildlife and Plant Conservation (DNP) has convinced the World Heritage Committee to accept its nomination and is planning to submit its full report to the committee after receiving cabinet approval for the bid next year. The proposed area, which features a buffer zone of 175,845 hectares, covers a total of 115,955 hectares and includes six national parks and conservation zones along the Andaman coast in Ranong, Phang-nga and Phuket provinces. The DNP has also reduced the area being submitted for nomination to minimize conflicts with local communities. The Andaman Sea Natural Reserves are home to a diverse range of plant and animal species, including endangered species such as the Sunda Pangolin and Giant Manta Ray. Confident in its nomination, the DNP strongly believes that the Andaman Sea Natural Reserves are deserving of international recognition as a UNESCO World Heritage site. Should the nomination prove successful, it would be a significant milestone for Thailand, further enhancing its reputation as a premier tourist destination in the region. BANGKOK (NNT) - Thailand has reinstated its 30-day visa exemption policy for tourists from roughly 60 countries, effective April 1, 2023, marking a reversal of a previous regulation that allowed visitors from these countries to stay up to 45 days without obtaining a prior visa. Tourists from mainland Europe, the UK, the US, Australia, Saudi Arabia and other countries will now only be granted a 30-day stay in Thailand if they choose to enter the kingdom without obtaining a prior visa. According to the Tourism Authority of Thailand (TAT), visa-exempt visitors will still have the option to extend their stay once for an additional 30 days if they go through immigration, allowing them to travel the nation for a maximum of 60 days. Visa-exempt countries will also have another option to obtain a 30-day extension by briefly leaving and re-entering the country. However, land border crossings can only happen twice per calendar year. While there are no official restrictions on entry by air, immigration officers have the discretion to refuse tourists entry and require them to obtain a formal visa from a Thai embassy beforehand. Additionally, the visa-on-arrival period, which had been extended from 15 to 30 days, has now reverted back to 15 days for countries considered visas on arrival. The Fuel Fund Executive Committee decided today (Monday) to cut the pump price of diesel by another 50 satang/litre, effective from April 7th. This fourth price cut will bring the total price reduction since February to two baht and take the pump price of diesel from 33.50 baht/litre to 33 baht/litre, said Wisak Pattanasak, director of the Oil Fuel Fund Office. He attributed the committee’s decision to the average wholesale cost of diesel in March, which was US$ 98.92 per barrel, representing a drop of 4.69 US dollars from February. Six police officers attached to Bangkok’s Huai Khwang police station, accused of extorting money from a Taiwanese actress in exchange for dropping a charge of possessing an e-cigarette were, today (Friday), indicted by public prosecutors in the Criminal Court for Corruption and Misconduct Cases. The first pre-trial hearing is set for April 18th, according to Kosonlavat Intujunyong, deputy spokesman for the Office of the Attorney-General. He said that the six police officers have been charged with demanding and taking bribes, in violation of Section 149 of the Criminal Code, offences which carry a jail term from 5 years to life or the death penalty and a fine of 100,000-400,000 baht. He added that the 27,000 baht bribe was confiscated. The police claimed they found an e-cigarette in the actress’s possession and threatened to charge her with illegal possession, unless she paid them a 27,000 baht bribe. The money was later paid by her boyfriend. Upon her return to Taiwan, she posted details of the incident on social media, sparking an uproar. An investigation was launched by the Royal Thai Police, resulting in the transfer of the six police officers. Hundreds of fire fighters from Thailand’s northern provinces are now in Chiang Mai to help in combating forest fires in numerous areas, most lately in the Doi Suthep-Pui National Park. Fires were reported to have started last night in the park, in an area between Ban Pong sub-district in Hang Dong district and Mae Hia sub-district of Mueang district. It is not known how the fires started, but they are being fanned by strong winds and are spreading rapidly. Park officials admit that it is difficult for firefighters, many of whom are volunteers, to control the fires because of the steep terrain.
