The Pattaya News reporters on the ground spotted several floods across the city early this morning, June 21st, after Pattaya was hit by a heavy downpour around 1:00 A.M. The flooding in some alleys, according to our reporters and locals, submerged up to half of a car door as seen in the picture below. Sukhumvit Road and many others were also under water, which badly interrupted traffic for motorbikes, and water also permeated into roadside houses, according to our reporters. The affected areas were roughly South Pattaya, Central Pattaya, Soi Siam Country Club Pattaya, Soi Buakhao, and Pattaya Third Road. A widespread power outage was also reported, especially in parts of Jomtien. He also went to socialize with business operators who said in unison that Pattaya tourism was improving progressively due to the return of tourists and easings of Covid-19 regulations, according to reports. The mayor stated that he recently reviewed data from the Tourism Authority of Thailand (TAT) and found that the number of tourists has surged to three million people (including domestic) even in the first quarter alone while the yearly pre-pandemic average was around ten million, according to the mayor. Indian tourists, the mayor said, have outnumbered the Chinese that is enforcing a Zero-Covid measure at present. Measures to help small businesses and those in need include: Retail price of NGV or natural gas for vehicles to be frozen at 15.59 baht/kg and 13.62 baht/kg for taxis which participate in government-subsidised program for three more months, retroactive from June 16th to September 15th. Retail price of LPG to be frozen at 408 baht for 15-kg cylinder for three months from July until September. Street food vendors and small shops which hold welfare cards will be given 100 baht per month discount for the purchase of LPG. Low-income earners who hold state welfare cards will be given discounts on the purchase of cooking gas for three months and a 50% discount on the purchase of diesel for the amount above 35 baht/litre for three months. Tran Quang Lam, director of the HCMC Department of Transport, has requested the Roads Management Center and relevant authorities to look into opening a separate lane for cyclists and pedestrians along Hanoi Highway. Plans must be sent to the department within July, he said. The decision followed a governmental resolution to maintain traffic safety and combat congestion, which considers a bicycle lane in HCMC. Guanzon, in 2019, opposed a similar substitution within the Duterte Youth, denying then-National Youth Commission Chairperson Ronald Cardema a seat at the House. Ronald and Rep. Ducielle Marie Cardema mentioned the incident in their petition, saying they had been "harassed repeatedly by [Guanzon] in the media and social media on the issue of party-list substitution."
