I have a PhD [sic] and have never had a problem navigating Thai Immigration rules. The secret is to stay calm, go though them VERY slowly making sure that you miss nothing. Going through them several times helps !
The article was an advertisement for agents. These are useful if you are in a desperate hurry, or if you have trouble with bureaucratic English

I was stationed in Nakon Phanom in 1973 when this happened. As I recall the story, the missionaries took photos then dropped the film off for processing (remember those days??!). Someone at the shop spotted the photo and reported it to authorities.
For years, when I would tell the story, I'd try to imagine some NY tourists going into St Patrick's Cathedral and sitting on the altar for photos. That'd only be half as bad.
I remember that incident. I was at a party at the US consulate when there was an urgent call for the Consul to get those clowns out of jail. He decided that there was no rush .........

It's missing the most important point.
For example if you're from the UK then you may have had a 'booster' dose as recently as last October to December depending on your age.
They're now offering additional boosters to the over 75s, by winter it may be the case that people have gone a year without any shots at all and these people are all 'fully vaccinated'.
I guess things will become clearer once the empty planes start arriving.
It seems clear to me -
"Everyone 18 years of age and older must be fully vaccinated for COVID-19 with an approved vaccine at least 14 days before travelling to Thailand."

I had a problem with SCB savings account. I left 100 Baht in it when I left Thailand in 1976. When I found the bank book and presented it the withdraw the money (which should have gained a lot of interest), the teller smiled nicely and told me it had been closed. I considered taking the matter to court bt decided not to because it would cost too much in legal fees without any guarantee of winning. Lucky I did not have 800,000 Baht sitting there ..............

And the foreigners hired for many jobs in Thai universities simply can't publish. I know of some hard working, productive scholars who do publish. People without regular publications in quality journals could not get/keep jobs in the US/UK/Australia. They can do so, here.
You are spot-on about the need to publish in international journals with high impact factors. Most Thai staff publish in Thai publications; they do hold papers in (Thai) International Conference proceeding higher than others, but they hesitate to publish in journal which are rigorously reviewed because that can be a very painful experience - I know this because I have just published a paper which was bounced back and forth several times as the referees keep finding more things to quibble about..

there were more than 1,000 universities on the list, but only 50 wanted to be ranked for that subject. So Mahidol would be 47th out of 1,000 is all had been ranked for performing arts
