With covid raging here, I'm stunned some would even visit these places. Kinda scary to me. And yes, I've been to the Jade club and Winchester before. Just not sure it's a good idea now.
Winchester is boarded up now

Can't say I've ever heard of that rule/hours before..not even during the "curfews" which have now been relaxed if not totally removed...anyway in Pattaya there is not supposed to be much opened in those hours anyway no bars, pubs, clubs, discos, soapy massage supposed to be open but still there are some of these activities going on risky to get caught in one at a raid !!
Massage shops are allowed to be legally open again.
The big Soapies for coachloads of Chinese/Indians remain closed

You should take possession of the car as soon as you pay the finance company and pay any balance to the curent owner at the same time. Don't worry about the Blue Book, the finance company won't trick you on that but doing it as you suggest, leaves the current owner able to de-fraud you, as you have recognised.
Thank You, that is exactly as I thought it should be.

Its a 24 hour curfew on people who drink socially whichs pretty much shuts down a local economy.
It has been a success in pattaya
You mean all those people who were on the beach drinking alcohol, dancing and not wearing facemasks during the Music Festival was a success ??
7/11 can't fill their drinks fridges quick enough.

I am confused, and very wary.
We have agreed to buy a 3-year old car, however we are confused by how the dealer wants to resolve the outstanding finance.
Told that we need to pay the amount to the finance company, who will give a guarantee that the outstanding sum has been fully paid.
But then that it will take 2-3 weeks for the company to release the blue book.
The idea is that when this happens, we pay the remainder of the selling price and then we get the car and the blue book.
Our concern is that, in the interim period between us paying the finance and the book being released, the current owner could change his mind, and keep the car as there is no longer any finance.
We thought that the finance company would release the blue book immediately on receiving payment.
What have other TVF members done when in the same situation ??
Thanks for any advice

Its a fair question. In a town like Pattaya that relies almost completely on booze and nightlife for business what sort of Mayor or Governor would continue to want it banned. Certainly not one that cares about reelection. Very strange.
Getting re-elected is probably not a worry, the outcome has already been planned

In your other report on opening up, Bangkok "Restaurants and eateries can also resume normal opening hours, and be allowed to serve dine-in customers alcoholic beverages." So what is the problem with Pattaya doing the same? Does not make sense. Why this discrimination?
Think where do the hi-so's live ??

If you look around Pattaya it would seem the Thais believe they are ooening all on 01 Nov. I seen doors open on bars on SOI 6, coffee shops setting up outside of a Starbucks ( figure their coffee must be better than Starbuck) hotels dusting off cobwebs, pipes being cleaned, price gouging going up, so again they must know something the Learned person doesn't.
So much for that theory.
Perhaps now they will cross out November and put December in some kind of hope
