Probably because courses are still running sport days and other promotion.
No need to be a member of any organisation to get the rate.
PSC rates are really only workable in high season, when all the promotions are stopped.

Many times we have booked, when we arrive the office tells us "no work today" or "already on course"

Yes, the definition of "free beer" needs to be resolved.
Could mean A single (doubtless small) can, or the other extreme is a buggy with free-flow draught for the whole round.

All back to normal after 24 hours ??
Yesterday early evening, Pattaya Facebook pages were alight with restaurant owners imploring people to eat at their restaurants which had been suddenly allowed to re-open amazingly quickly into an indefinite shutdown.
So today all can re-open as usual.??

Exactly what compulsory carts are -- added cost to the round.
Long gone are the days of sharing a cart with the caddies perched on the back.
Few courses around Pattaya allow you to walk, even fewer caddies want to walk when they can be your chauffer instead.
