A candidate only needs to win the 11 states with the most electoral votes to hit 270 electors and win the presidency. Although the method of counting may differ according to who you read, it is possible to win the presidency with only 23% of the popular vote. That's the reason Hilary won the popular vote but lost the electoral vote last time.
