  1. Yup. IMHO you can. Look at "Income Exemption Entitlement Attachment" form for PND90 return.. It mentions Foreigners as being eligible. Sorry about the size of the image. Use your browser's zoom control to blow it up. PND91 (english version) does not mention foreigners, just taxpayers, and as @TheAppletons has already stated, that includes you.
