You did not do enough research. As others have posted...ME Non O based on Thai spouse have been unavailable in most consulate/embassies. Think Penang etc also do not provide. Savannakhet does and is the go to consulate for that visa. Another option is to enter Thailand visa exempt and obtain non O based on marriage and subsequent extension. Buy multiple reentry permit -
IMO Saigon is best option. Very easy transport option to District 1 (tourist area) from airport. Thai consulate is easy to get to from Bui Vien area. Note that you would need appointment. It's referring to PERMANENT Resident status. Those guys do a different process for reentry permit.. You state .... "I thought that any stamped Re-entry Permit had its own validity tied to your permission to stay date?" That is correct. The bank letter and bank statement can be obtained prior to day of application. Think it's actually up to 7 days prior. As usual it depends on immigration office. Note some offices want to see activity in the account on day of application. This can be done with a small deposit or withdrawal on day of application. Any reason for obtaining letter early? There are ~75 immigration offices. Korat not relevant. This question is often asked as per this attached thread. For the OP 400K for 3 weeks is perhaps 1500baht loss of opportunity cost. Chill. Just do an online transfer from your home country to Thailand. Personally I use WISE and of course there are other options. You are worrying over nothing. -

I find this interesting. So you applied 4th Sept and approved 19 days. That is 15 day wait. My most recent online at CW applied 14 days prior to due date. Waited several days and with no approval I cancelled and straight away submitted new application. Subsequently went to CW in person. I asked io "why no approved online" She replied "need wait 15 days" At other offices there are reports of very quick approval. Don't understand what's going on with CW.

Leave the funds in the bank until you receive final stamp. Are you really concerned about the opportunity cost of that amount. Seriously. -

Here is a thread and also in that thread I posted link to ubonjoe post. "No age limit" However as posted in this thread a better option is non O retirement with subsequent extension. Does not prevent you from any studies. -

Even with embassy "income letter" immigration may/will require you to show few months (2-3) of transfers prior to application. -
My understanding is that passports are the property of issuing country. Yes that sounds crazy. You have no right to alter pp in any way. Suggest the OP visit where the new pp was issued.
