Will they even need a new resolution by the full cabinet once again just to extend the amnesty? Since it has already been decided in principle pending the situation returning to normal (whatever that means!), I would imagine that a new ministerial regulation could be issued by the Minister of the Interior, countersigned by the PM as before. I might be wrong though, I'm not sure if the whole cabinet was involved when the amnesty was extended the first time.

Their tweet from July 9th was actually quite sensible, as they pointed out that there has been no update from the Thai authorities.
What else could they possibly advice Americans than to prepare for the worst case scenario?

Quite the train wreck. It would be sad if they pizzed away their containment success just because of being unable to control their "VIP visitors".

Luckily everyone at the mall at the time used Thai Chana and will get an automatic notification that they need to get tested.

There have been a few reports by foreigners who left Thailand for their home countries recently. By all accounts, exiting Thailand isn't a problem. So it's mostly a matter of checking entry and transit requirements for her destination and transit point.
As a Thai and with another recent thread in mind, she should obviously check that her Thai passport hasn't expired yet.

What has especially caused concern is the third case – of an asymptomatic 43-year-old male Egyptian soldier, who travelled with a military crew to Thailand on July 8. He was found positive yesterday. He and his group travelled from Cairo to the United Arab Emirates (July 6), then to Pakistan (July 7) and Thailand (July 8). He and the crew reportedly visited a Rayong shopping and community area.
They left their hotel on July 9 and travelled to China on an unspecified military mission via U-Tapao Airport. They returned to Thailand the same day. On July 10, the crew of 31 got tested."
Five countries in five days, a lot of time spent in confined spaces with fellow soldiers. A textbook potential super spreader.
That kind of itinerary, in times of COVID-19, is utterly dumb and reckless.

Why limit this service to the elderly? I'd prefer a home visit as well and I'd pay for it.

If they really open a land border to a neighboring country that also has no ongoing coronavirus community transmission, they might waive the quarantine and related requirements in both directions.
But that's a big "if" plus a "might" - while it would be sensible, there's obviously no guarantee that it will happen.

I wouldn't have brought along anything else, I like to travel light. Most can be bought in (or from) Thailand anyway, albeit at a price - well worth it in some cases (the OP mentioned quality kitchenware), less so in other cases.
As an added benefit of not bringing anything much along, visiting my home country now feels somewhat exotic, because I can use my favorite childhood brands again. ????

The newly launched "queue system" Bangkok Immigration has rolled out neither has a domain name nor TLS encryption. They basically expect you to submit your personal details over an insecure connection to some IP address. In 2020. This isn't some legacy system they forgot to upgrade, but a brand-new development. Thumbs down from me.

As of now, you can neither enter Vietnam nor Laos as a tourist. Nobody knows when that will change.

Sorry but you are just wrong about that. As your daughter entered on her Thai passport, she needs to leave on her Thai passport as well.
This has been discussed many times and I don't think immigration officers have any leeway to make an exception in this matter.
A Thai can indeed opt not to renew their Thai passport. But if they entered Thailand on their Thai passport, they need to renew it before leaving in case it expires.

Leaving the amnesty aside, an immigration office would usually still process the extension with such a short overstay.
I'd suggest to go to your immigration office tomorrow, explain the situation (new passport) and don't even mention the amnesty which might or might not apply to your case. Be polite and apologetic, if your papers are in perfect order otherwise you should get your extension.

The whole point is to put down a deposit, NOT in your own bank account but in theirs.
But Cambodia doesn't issue tourist visas in any case. On top of that deposit and other entry requirements (COVID-19 test, health insurance, etc.), you'd need to engage in some trickery to get a business visa from a Cambodian embassy.

I'm basically in the same situation as you and currently leaning towards Greece - I have no reason to spend too much time in my home country either. I'm thinking I'll rent an Airbnb in Athens and do some island hopping from there until Southeast Asia becomes tourist-friendly again, with occasional short trips to my home country and other interesting places throughout Europe I haven't visited for many years.

The Schengen countries extended their amnesty from June 30 to September 30. Many other countries, including nearby Cambodia and Vietnam, still have an ongoing amnesty for tourist visa holders as well.
If some Thai officials think that Thailand is being extraordinarily generous in this extraordinary situation, that clearly is wrong.

I think it's wishful thinking, because Thai immigration doesn't really condone "border runs" for Non-O visa holders, although they've obviously used to tolerate them for a long time. Someone who is doing border runs effectively doesn't "visit" their Thai wife or children, but lives in Thailand with them. Just playing devil's advocate here, of course - I know that there are good and valid reasons for going the visa instead of the extension route.
It's quite telling that the original amnesty didn't make any distinction between different visa classes, unlike the amnesties enacted in neighboring countries.
Whenever the amnesty will end, I think they might have special provisions for people who work here and cannot leave and re-enter to get a new visa. Sad as it is, I don't think they will have special provisions for anyone else. They've made it very clear that they don't mind separating families from their foreign family members, time and again by their actions.
