Many embassies only issue an emergency travel document if you are not registered with it as living the country. With the emergency travel document you then travel back to where you officially live in order to get a new fully-fledged passport.

Are you entitled to get a new normal passport (ie other than an emergency travel document) from a consulate or embassy in a country where you are not registered with the embassy as a resident in said country?
