    Yes, it has changed.  Although the paperwork and ASQ is the same, some (all?) Embassies will now approve travel on flights they have not organised.

     

    These appear to be transit flights which stop at Bangkok enroute to their final destination, which is probably key to getting round the ruling which disallows most passenger flights.  Emirates for example run a daily service and other forum contributors have received COE from their Embassy to travel on these flights.  KLM is another which has 2 or 3 flights with a Bangkok transit stop.

    In fact no country in the world has done this.

    I don't think there's a certification board as such, but if there were then several South Sea Island nations would have a valid claim.  Places like Tonga, Vanuata, Solomon Islands and Micronesia that shut down and/or imposed quarantine in early February, and even those like Samoa and Kiribata who were a bit later all have no reported cases.

    Yes, he's covered by the amnesties, as is anyone who should have left on March 26th or later.  The amnesty has been extended multiple times and the end date is now September 26th, so he would be wise to start planning his exit now.

    Thai 15 days or regular 15 days?  It needs to be Thai, which is 14 days before your due date.  eg due date 24th September, the earliest you can apply is 10th September (tomorrow).

    I seem to recall it also stopped on request on Sukhumvit Road at Pattaya Klang and South Road, but not 100% sure.  Maybe no hold luggage drop at these points.

     

    The Hua Hin terminal is north of the town near the airport, and it will also stop in Cha-am. Minibus etc options from the bus staion are outlined on their website.

    This is not the Bell Travel service which offered minibus transfer to your hotel/condo etc, even though it looks to have taken over the Bell Travel booking interface.  This is just the restoral of the other service to the bus station on Thappraya at the supermarket (I forget its name).

     

    The Bell Service went to Pattaya Nua and cost 280 baht while this goes to Jomtien and costs 130 baht.  It started a week or two back and looks to have added a further bus at 6:00pm since then.

    It's not the first time this Astrazeneca trial has been put on hold, but worrying all the same.

    To be picky, it's any flight out of the country, not necessarily a return flight, and TIMATIC also says "Extension of stay is possible for visa exempt passengers" so airlines can use that as a get out, but I've never come across that being discussed.
