A system called Confirmation of Payee or something like that has recently been rolled out as an anti fraud measure, to prevent you paying money to a con artist. Not all banks are part of it and neither is Transferwise by the sound of it. Google it for more info, but I would be happy to go ahead and it seems like you've been OK.

The reason selected for the transfer, and perhaps the receiving bank, can affect the overall process time. eg if the reason is for extended stay/visa purposes (whatever the wording is) and the recipient is Bangkok Bank, it'll arrive on or about 2:00pm if made before ~9:30am due to it being forced through Bangkok Bank as a Transferwise partner, and their system for transfers from their main branch to sub branches. Lots of other permutations exist and some seem to be almost instantaneous.

The current requirements and hotel/hospital brochures are exactly the same as for ASQ. Whether it happens in practice is another matter, but for anyone making plans that is what they should work from IMO.

Their existence is for the purpose of repatriating Thais on the return so amnesty dates don't come into it. Even if they did, there are still people here not relying on the amnesty who might be thinking of going home that could use them.

AFAIK these flights are not being used for Thai repat flights, and no passengers can get off (phrasing) at BKK.
Also Emirates who have just restored their EK384/5 DXB-BKK-HKG-BKK-DXB, but I don't know whether passengers can or can't use it.

Just submitted my first ever online report and status shows as pending.
1) Do Jomtien send out emails when approved?
2) How long have others experienced it takes to go from pending to approved (or whatever comes next) when submitted to Jomtien?

With the current list of hotels I can't see it happening as an A320 or Boeing 737 flight once a fortnight would fill all the quarantine spaces. All these other airlines are selling flights in anticipation that quarantine is removed. If it isn't these flights will be cancelled in due course.
More hotel/hospital partnerships may join in and the procedure for doing so is outlined here with listings of current partners in State Quarantine, Alternative State Quarantine and now Alternative Local Quarantine.

So my question again, can a returning long term expat quarantine in a house that he/his wife owns ? Can a repeat long term tourist choose to stay in his favourite hotel 5 mins walk from Bangla road ?
I can see this being the biggest hurdle to overcome for anyone wishing to visit, and not the flights, testing etc.
It is quarantine organised by the government, not by yourself, and not self isolation. The hotel list is on the quarantine site under local state quarantine.

Reducing cash handling/banking costs by offering cashback makes sense as long as some people still use cash. It doesn't follow that cash is more expensive than card as the examples in the news article show.

Airlines have always done this (overselling) as there were inevitably no-shows and this allowed them to maximise seat occupancy. Historically though, it did not result in forcing you to pay for a Business Class ticket so I expect there's more to this story.

Take the flight numbers from skyscanner and enter them into flightradar24 or similar and you'll see their recent history. It doesn't tell you if they've been carrying passengers or not, but I've read reports from all the ones you mention except Etihad that confirm they are. I'm sure Etihad are too just I've not read any reports. Here's QR837 showing it's daily record from BKK to Doha.

I don't blame the airlines for selling tickets as a) they want to have passengers on board as soon as flights resume, and b) it brings them in some cash to pay out to those they cancelled last month.
For anyone buying these tickets they should know it's a gamble as to whether the flight will operate or not, and they could be out of pocket for longer than they think, despite legal requirements for refunds in many places.
