Yes wealthy or rich parents parents for these kids who go on study programmes. Consular services are in theory entirely user funded so the $250 is a ”donation” to US Department of State and likely a waste of money。Once I can finagle an appointment and get past the security theatre my experice with US consular staff has been wonderful but they have their orders. I have been told informally by someone who worked in Chiang Mai consul for a tourist visa the amount a Thai needs banked or their parents if they are a student is 2.8 million baht along with compelling reason to return.

Not sure what they require now but I was a member of Thailand Elite for 5 years. I was not required to provide a police record during the application process To get the O/A visa in USA I have to provide an FBI criminal record check at own expense. Dont forget the ludicrous and redundant health insurance that proves nothing. What does it matter if any foreign crim can come to Thailand as a tourist bank 400k and marry some ”lady” then stay indefinitely? Or at least until the ineveitable occurs when they re-offend IF they even get nabbed here for their dirty deeds.

To help avoid future problems try checking the home country criminal record before you allow entry to the Kingdom of convicted foreign crims in the first place.
