How do you qualify as a local? Do you need a kindred heritage a known clan? Must one be "white"? Any Thai who got to the US for even a short time as a student, a worker, a spouse immediately can get a local ID card and enjoy every benefit enjoyed by a citizen other that voting (including full rights under the Constitution) becoming President of the USA or serving as an Officer in the US armed forces.

You need to present some kind of Official looking Insurance Certificate tfrom Tricare that clearly shows dates of cover and $ amount of coverage. I have great insurance. No lifetime limit of cover. However as I get it from EMPLOYMENT to my US based company it is useless for Thailand's needs. Normally coverage ends the last day of the month you retire, quit or get terminated or die. So honestly there is no way the insurance company can show an appropriate period of coverage for visa/entry reasons and no way to pay in advance so I am forced to buy a redundant Thai policy or "Travel Insurance" now. Probably one with a QR code is faster. Some Pharmacies like WALMART offer codes from their website to registered patients. My state has a website will all my vaccine data, but no QR yet.
