No, they simply continue to corrupt with their filthy and depraved practices, thinking their money can buy anything, spread disease and show scant respect for the locals and Thailand in general.
If you don't know any people like that, then snap; none of the dogs that I know fit your description either.
But we know that some dogs might, just like some foreigners will fit my description and worse. We also know some of them attack kids(we call them paedophiles) and stand in the road(we call them idiots). Happily most of them have toilets in their homes, though some will still use the street after a few beers. Most won't have rabies, just like dogs.
Do you think most of the tourists coming to Pattaya enjoy the sight of the fools with their noses hanging out above their masks? Do you imagine that they are consider desirable by the natives?
So, I ask you again, why not the same solution? Why not get rid of all the undesirable foreigners? Do you think that because they have money to spend we should overlook all of their transgressions?
I am certainly more disgusted by the acts of some foreigners here than anything I have seen or read about dogs.

Presumably you meant a Thailand VISA debit card.
Remember the OP wrote PHONE (BILL), not debit or credit card. So you case looks like a case of card fraud, as opposed to a debit on a telephone bill.
If of course the £45 charge was to her card and nothing to do with the phone at all; then that would be the OP's misreporting, wouldn't it?
Clearer now? Yours seems like a simple case of your card details being sold or just used by someone who got hold of them.

The exchange rate you receive using Santander will be somewhat different from what you get with WISE.

This is the 18185 service that you can set up: https://www.18185.co.uk/rates-mobile#t
3.5p per minute with a 4p connection charge.
Would have to dial 0808 1 703 703 to access the service and then dial your number. Once dialled if all ok, will hear a tariff message stating the call with cost 3.5p a minute to your mobile. If happy with that wait to be connected. If not, hang up immediately.
If your mum is happy to dial the freephone number first, then that may be the way to go. There will be no charges on the Talk Talk bill at all.
If the are free calls included on the TalkTalk package, then you can consider Localphone. Then you can both use the same service.

If the OP has a Smartphone, he can use Localphone to call his mum @ 0.5p per minute.
If his mum has local calls included, the same service can be used to call the OP on his mobile from the UK for less than 4p per minute.

Anyway, it seems that people are not grasping that the young lady is using a landline and not the Internet.
Personally I use and have set my mum up with two options.
One is https://www.18185.co.uk which might be a little difficult for her as will have to first dial the Freephone access number and then your number.
and
https://www.localphone.com/call/thailand which will be a lot easier once set up as their will only be a need to call one local number which then connects to you. Cost between 1.5p and 3p per minute. I'm guessing it will be the higher amount as likely you have a mobile phone and not a landline.
But Localphone will only be useful if local calls are included on her tariff. Smartphone users don't have that issue as can connect via 3G/4G/5G/WiFi via their mobile application.
So you may need to check what is included in her TalkTalk package before deciding the best way to go.

263 minutes isn't actually great value and likely you are referring to one way; to the UK. The other way is more than 300% more costly.

No one can answer your question. There are too few details; as in who is her provider, how the Deliveroo charge can exist since you can only order via their website or via their application.
So unless she has the app with her payment details attached, how can she have a £45 charge?
Where? On her phone bill? Makes no sense at all. Does it make sense to you the way you have explained it?

They will do it and hopefully they can activate International Roaming on it too. Let them know that you are out of the country or they won't activate it and it won't work for you, even if the SIM is active.

Why does it have to be one way or the other? I take something from all of the different cultures. So I am a lot more accepting, tolerant and respectful. But when I do complain, watch out.
It's no different from the racism practiced here every day. An example: All of the Nigerians I know are very conservative and highly educated. But by the stories and attacks you read here, you would think they are all criminals.
Dogs are treated the same here by the same kinds of people. They want everyone to think the same so that we all hate the dogs, blaming them for having Rabies and attacking children and.... just hysterical man children who cannot cope with sharing the space with another life form.
Hey I hate mosquitoes and will happily eliminate all in my immediate vicinity and beyond. Dogs, they don't mean me any harm. So I am not going to join in the hysterical and heartless crusade.
