Picture: Siam Rath Siam Rath carried a report quoting the secretary of the Narcotics Control Board in relation to regulations in the pipeline about kratom. The plant was taken off the Class 5 narcotics list earlier than marijuana that followed in June. Regulations about the latter are expected to be announced next month though this report didn't mention that eagerly awaited day. Wichai Chaimongkhol said that kratom regulations would be announced shortly then in the Government Gazette, after which there will be a mandatory waiting period. He said that the main thrust of the rules will be to protect the Thai kratom industry from imports and ensure that vulnerable people - like children and pregnant women - are protected. Picture: Siam Rath There will also be statutes related to price protection for farmers. The media noted that the regulations have the support of the justice minister Somsak Thepsuthin. So what about marijuana that was legalized on June 9th when it was taken off the narcotics list too. This has left a limbo period when growers, sellers and consumers have been left in doubt as to what the future holds. The House committee forulating laws was expected to announce its findings by September and with that less than two weeks away many in Thailand and abroad will be anxiously waiting to see what happens. By Erich Parpart The announcement by the Royal Thai Air Force (RTAF) to undertake a joint air exercise with its Chinese counterpart will hamper Thailand’s chance of purchasing F-35 fighter jets from the United States, an academic told Thai Enquirer. “The US will be concerned about the F-35 technology being shared with China so when Thailand gets too close to China in a military exercise, its chances of buying F-35 is lower,” said Thitinan Pongsudhirak, a director of the Institute of Security and International Studies a professor at Chulalongkorn University’s Faculty of Political Science. The RTAF launched a 12-day air exercise dubbed Falcon Strike 2022 in Udon Thani last Sunday. The drill is the 5th of its kind since 2015. The previous round was held in the province in 2019. The RTAF also conducts similar bilateral joint exercises with Singapore, Malaysia, Indonesia and Australia. Daily News Thai Caption: Khao San checks Tourism and sports minister Pipat Ratchakitprakan was in Khao San Road last night promoting his idea to extend closing of the country's night life until 4 am. Khao San is seen as the ideal place for a pilot plan for this before it is rolled out to other tourism areas to take advantage of the next high season. His visit to the area was billed by Daily News as a fact finding mission to seek ways to get the late opening off the ground. But ASEAN NOW notes that the minister's comments show he is determined to push through with the plan despite opposition from some quarters. Picture: Daily News His message was quite clear - enough with the pandemic already, Thailand must not be left behind in ASEAN and the country's economy was more important than local concerns like noise or the opinion of doctors. This can be interpreted as "suck it up for the good of the country - we're going to allow late opening no matter what". In order to achieve this Pipat needs to convince the CCSA or Covid steering committee and the Interior Ministry who have the final say on matters of the law. Pipat was joined last night by metropolitan police bigwigs, the chief of the local police, the head of the local authority and TAT reps to help drive the message home. Some tourists even helped give the thumbs up in what was effectively a PR exercise for the minister's plans. He started with a conciliatory note saying that if Khao San residents disagree then he'll go along with that but then spoke of the suitability of the area for a pilot 4 am opening plan after 3 years of Covid. He noted that the area was especially busy on weekends with 60-70% of its clientele traditionally foreign tourists. He said that 1 million foreign tourists or more are arriving each month and that from October to March this will increase as Thailand enjoys its high season and Europe, China, Japan and South Korea are in low season. "We have to open our eyes and mouths and be ready to get back to normal," he said. He could have said, open our wallets. He said he understood concerns coming from some in the medical community but his job was to get money into Thailand and get the economy moving upwards through tourism. He warned that without decisive action Thailand would be the slowest to reopen of the 11 ASEAN economies and it was vital to avoid that scenario. He noted that nightlife had been the last to reopen and needs all the help he can provide. Picture: Daily News He would be consulting on the plan with the CCSA in September - October at the latest - to get it pushed through though cautioned about the Interior Ministry having the final say. And he said that the TAT would be liaising with businesses in Pattaya, Krabi, Chiang Mai, Samui to see if they were ready for 4 am opening too. Businesses are likely to welcome the push and local opposition and that of other opponents is likely to be pushed aside for the benefits that late opening might bring. Amid this renewed vigor in the tourism scene, major accommodations booking platform Agoda has found Bangkok to be the most popular destination among tourists globally. It also found Pattaya City to be the eighth most popular destination. Online travel booking platform Agoda made the findings after having compiled data on room booking made via the platform from May to August this year. It found Bangkok to be the number one destination drawing interest from foreign tourists. Agoda noted Thailand’s near-complete lifting of Covid travel restrictions and disease control measures. It made the observation that nightlife venues, beaches, cultures, and myriad foods await tourists who visit Thailand. Other destinations Agoda said were among the top five most popular among its users were, in respective order, Jeju island of South Korea; Kuala Lumpur, Malaysia; Tokyo, Japan; and Seoul, South Korea. Thailand’s Pattaya City was the 8th most popular destination, owing to it being a seaside city renowned for its nightlife scene. According to Agoda, Pattaya was also appreciated for its sandy beaches, delectable food offers, and gorgeous hotels. With international travel slowly returning to normal, the government has laid down a tourism restoration plan for 2023. Emphasis is placed on creating value for each journey taken and improving marketing competitiveness. These efforts are aimed at enabling sustainable growth of tourism. To achieve this aim, meaningful and memorable experiences will be fostered and made into qualities that attract tourists. Thailand’s soft power will also be leveraged as the country takes aim at becoming a “world-class destination”. The government wishes to promote Thailand as a destination that can be enjoyed year-round. The target for tourism income generation in 2023 is 2.38 trillion baht. Thailand’s tourism attractions are by no means clustered in just Bangkok and Pattaya. Several other destinations – Chiang Mai and Phuket to name a few – are also highly rated by travelers. As hosts to the tourists, people in Thailand are encouraged to take care of existing tourist attractions and seek new experiences that can be offered to travelers. At 11 p.m. Mr. Prasert Sonsathapornkul, director of the Wildlife and Plant Protection Division (under CITES Convention) was alerted by security officials at this airport that an X-Ray scan at the international departure checkpoint had found creatures in one of the suitcases. Subsequently the airport’s wildlife checkpoint officials together with others from the animal quarantine station and customs inspectors checked the suitcase. The 22-year-old Dutchman will be brought before the court in Phuket but is certain to be afterwards deported and blacklisted from the country if convicted of a criminal offence under the 2019 National Parks Act. Police officers in Phuket are preparing a case against a Dutch tourist who was arrested by police on Monday afternoon following public outrage over a TikTok video and an order from the Minister of Natural Resources and the Environment to apprehend him after he used a speargun to kill parrot fish off Phi Phi Leh, in a protected natural park near Krabi and Phuket. The 22-year-old man faces up to five years of imprisonment if convicted in court and will almost certainly be ordered deported and blacklisted from the kingdom. A Dutch tourist in Thailand has found himself at the centre of criminal prosecution while facing up to 5 years in jail after hiring a boat to go fishing off Ko Phi Phi island in Phuket on Tuesday 9th August last. The story erupted several days later when Thailand’s crusading natural resources and environment minister, Mr Varawut Silpa-archa, was alerted to a video posted on the social network site Tik Tok which showed 22-year-old Mr Roslan B. holding aloft 5 exotic looking fish specimens including, according to the minister, two endangered and very rare parrot fish. Seems the recent Mountain B fire tragedy is opening a can of worms, with authorities trying to find out who are the actual owners. The incident caused 13 people to be immediately killed, and six others were pronounced dead at the hospital, bringing the total number to 19 deaths as of August 16th. Additionally, eight people are seriously injured and on a ventilator, and more than 30 injured people are still being treated at hospitals. This unnecessary tragedy has dominated the media for the past two weeks and still no one knows who should carry the can. This week the 19th victim has died in hospital, leaving a small daughter orphaned as the girl’s father also died in the club earlier. The sad thing is the girl’s grandmother does not even have enough money to pay for their funerals. Police presence The local police continue to make their presence at ‘Mountain B’ nightclub since fatal fire killed 19 people. According to their statement, the police will be deployed to keep an eye on the scene until an engineering team will come to investigate and conclude the final cause of the fire. Meanwhile, no one was allowed to enter or move things inside and around the scene. Now it would seem the 27-year-old man who originally said he was the owner, is not the big boss, but his 57-year-old father, Somyot Panprasong. An arrest warrant was issued against Somyot Panprasong, on Monday 15th August. More than ten police officers from the Chonburi Provincial Police surrounded the suspect’s house before conducting a search following the warrant. Somyot was nowhere to be found and had not yet presented himself to the police. Firstly, before the investigations and eventual court proceedings commence, which could take months even years, surely the government should step up and offer both financial and practical help to the survivors and the families of the bereaved. Of course, the local authorities are at fault for not checking on the new bar in the first place. The owner or most likely several investors/owners should be held to account, and one hopes that the place had insurance however the insurance company is likely to step away as the place was obviously not following safety guidelines. Of course, nightclub premises catch fire weekly around the world, but should we the public be put at risk unknowingly in the first place? The sad conclusion is that if this fire had happened in a bar in LK Metro or Soi Cowboy and tourists were killed, the global media would come down like a ton of bricks on the Thai authorities. Let’s hope that the Government will punish everyone who was involved with Mountain B. . As for the process after an arrest warrant was issued against Somyot Panprasong, the presumed actual bar owner, on Monday, more than 10 police officers from the Chonburi Provincial Police were deployed to surround the suspect’s house before conducting a search following the warrant. The Thai Government has opened a new website in an effort to protect youth from online sexual harassment, which has reportedly been on the rise, especially against the 11-15 age group. Deputy Government Spokesperson Rachada Dhnadirek said today (Wednesday) that the website is the result of a joint effort between the Office of the Secretary-General of the Prime Minister, the Royal Thai Police and a working committee, which was set up to deal with internet crimes against children. Any youngster who is experiencing sexual harassment online can log into the website to file a complaint or to seek help and advice, she said. Chicken Egg Price Rises for 2nd Time in 1 Month Bangkok, Aug 17 (TNA) – Layer farmers' cooperatives raised the ex-farm price of their chicken eggs in mixed sizes by 0.10 baht to 3.60 baht per egg equivalent to a three-baht increment per 30-egg pack.
