Yes, but also another unknown fact, Siam (Thailand) was the only non-western affiliated force to occupy Germany post World War 1 ~ they even managed to loose some Thai's during the occupation (mainly to being ill-trained). But my interpretation is she was 17 at the time, he was over 17 at the time, if it was consensual then its not illegal in Thailand because she is over 15/16 -> very much like UK law (same reason Prince Andrew was free and clear). Also i'd imagine relies on how close to 18 she was, most people in the UK start experimenting around 13 for example, it's legal from 16 if not much of an age difference, that might be where this guy has issues as i'd imagine its the same in Germany. Having said that in Thailand it's not exactly uncommon (just look around) so they are basically highlighting one individual, whereas the entire country from north to south has these issues.

Not at all, non resident British citizens don't pay tax to the UK Gov, except certain specific taxes based around earning money in the UK. As for Passport office they are usually not in cahoots with HMRC (Different System). But like mentioned if you have a red-flag either internal or via interpol, then yes you'd have issues.
