Many are without layers or told to confess in hope to half their sentence, defence can be also bribed. With rampant corruption all police will meddle with an investigation, cover or destroy evidence, every prosecutor and judge will take money. So out of those 500 some 300 are doing time for nothing. Everybody knows, that drugs are produced, transported and distributed by police, so many examples every month in the media and from street talk. They control probably the majority of the market, so very convenient for them to swipe any competition. Same goes for controlling human trafficking, paid killing, prostitution, gambling etc. Don't expect from police proper investigation, they are very often not professional, bribed their way into police academies, through exams and into well oiled jobs.
