In any case it's a hefty 18 baht per minute plus VAT, as compared to between 5 & 7 baht plus VAT via 003 I know that, but if "+" gets the call through while "003" doesn't, that's all that matters in the context of the OP's thread.

Did you read the post-mortem report in the case that you say you know of in Thai or was it a translation from Thai to English?
