An aggressive traffic law enforcement would incur funds for a more adequately-financed police force. And increased well behaved drivers. Imagine what a difference it would be if there were speed traps, cops citing people for sloping in other lanes, failing to use turn signals, jumping traffic signals, tailgating and a zero tolerance traffic enforcement with high cost penalties and vehicle impoundment opposed to a measly 500-1000฿ fine…stupid drivers and drunks population on the roads would decrease and lives would be saved. I agree but if the local police aren't provided with the budget and equipment needed (and that has to come first) it will never happen.
