That's because there cannot be such a request. Interpol is not a police force it's an inter-governmental organisation, it does not arrest anyone. Interpol provides advisory notices to member police forces who do the arresting but who also have the option of acting or not taking any action at their discretion and none of them are likely to get involved with a traffic offence in Thailand, regardless of its seriousness.
