That is actually not laid down, specifically, in any legal system, it's just an old adage. Five years for corruption and misconduct from a senior government official fit's the crime pretty well.

Try not paying your way, try doing things against the rules based order, try driving a car about and a policeman stops you, try having money in a bank account and having to explain it, try owning property and not paying taxes and fees etc...
