Not quite the case, countries add and change taxes regularly. It was exactly the case with the last attempt to do this. It was reported that the airline industry refused to collect that proposed tax. Write a full report in Thai about the incident and request the amount that you would like from the BMA. Don't forget to include your bank details in order to receive the funds. When your request is ignored, as it will be, sue them. Or, save yourself a lot of money and just forget it.
