  3. That is actually not laid down, specifically, in any legal system, it's just an old adage. Five years for corruption and misconduct from a senior government official fit's the crime pretty well.

Try not paying your way, try doing things against the rules based order, try driving a car about and a policeman stops you, try having money in a bank account and having to explain it, try owning property and not paying taxes and fees etc... So you think that you should have the freedom to break the rules of society, break traffic laws, not explain how you accumulate unaccountable funds in your bank and not pay taxes without consequences, all of which contribute to a civilised society?
