    No, they did not have a change of mind, the only sloppiness was that demonstrated by those posters who misinterpreted (or deliberately misconstrued) the original reports about a questionnaire.

    No, it was never anything more than a questionnaire, the RD never said that it was going to be implemented, lots of AN "last-nail-in-the-tourism-coffin-money-grabbing-government" posters, wrongly, assumed it to the case, though.

    Wow, you think that his bank still does International payments by fax? Perhaps there was a paper jam in the fax machine?

    No such thing. How could a commercial third party app legally get access other people's banking transactions? Just call the bank and ask them about it. Was it sent via SWIFT, which can take two or three working business days in normal circumstances?

    Try searching "gold refinery Bangkok" (or wherever) as a starting point for some calls, there's lots of results.

    Ummmm, because maybe their passports and their names? Where were their names disclosed and what makes you think that they showed their passports before nicking the weed?

    They did have authorisation from KMITL's Finance Director but they didn't send the funds to the accounts that they claimed they were sending them to. She and a bank manager got 396 years between them and were ordered to repay B680,000,000. This wasn't a case of bank staff stealing from customers accounts as in the OP.
