That's incorrect, neither the Asean Now OP, nor the linked article, "100% blames the car driver" (and therefore, by definition, 100% exonerates the motorcyclist). It does, however, report what allegedly happened without apportioning blame.
Maybe I'm missing where that is categorically stated, though, and, if it is, I'm sure that you will be able to quote it from either article.
