You were told how much they wanted to charge (albeit illegally) and you had the opportunity to reject their offers so there was no "scam".
It was a bar, the sole purpose of which was to sell alcohol for customers to consume, what do you expect, a bar full of sober people?! By definition, anyone who drinks any amount of alcohol is intoxicated to some degree.

The illegal operators are requesting permission to obstruct public beaches so that they can charge the public for using the beach that the public are entitled to use free of charge, by law. Seems perfectly reasonable to me.
What else did you expect? You couldn't have tried very hard with those numbers before you posted your unwarranted, derogatory remarks about Lloyds.

I didn't miss the part that reported that she had been lent a similar amount by the owner of the resort, though. Perhaps you missed that and they're one and the same?

And you go ahead with not affording her the right of the presumption of innocence in the absence of any charges or evidence, so far.
The Notices work when there is co-operation between the two countries involved; if the country that the subject of the notice is located in isn't interested in working with the Thai authorities it's hard cheese.
It's also worth bearing in mind that there's a huge difference between an extradition/Red Notice detention for a brutal, sadistic kidnapping and murder and a traffic accident causing death.
