  7. Re (b), yes, a receipt is issued for a traffic fine if they request a ticket. If the offender, voluntarily, wants to be part of the corrupt system, there won't be a receipt.
  8. Ridiculous question. Is there any police force, any where, that does not have police vehicles parked outside at any given time? Have you asked why they "are not out doing their job" also? Do you think that no police officers ever have to return to their stations?
