The problem is that we are at the end of September right now, people want to plan ahead where possible for the Christmas period especially. The Thai government are not making it easy for would be tourists who may only have 2 or 3 weeks vacation. No one is going to want to spend a third of their vacation in a hotel room, plus next week the conditions may change again. It would appear that the "high season" this year will be similar to last years!
