They should release the hostages because its a war crime to take hostages, its a war crime and against all international laws and rules . He may have meant *No you cannot come back into Thailand (because you haven't got a flight home) and you can apply for the long term visa from abroad* . *You cannot apply for the long term visa from within Thailand because you haven't got a flight back home* Maybe that's what he meant
