What if they rejected an online report keeping in mind you are not in possession of ANY passport? Then they would say come in and you couldn't come in until later when the report would be late and needing to happen on new passport as old one would be cancelled. It seems to me that's a riskiet situation than just waiting for the new passport to do a lare report.

I have a fun question that I've never heard before. Suppose your address report is due but you don't have your passport because you're in the renewal process. Say you normally do it online, but you don't know at the date of your address report whether your current (soon old) passport is even still valid as the new one's date may have started already. It seems to me you can't do a report in that case, and would need to wait until late. As far as doing it online when you don't have it, sometimes they reject online reports and say come on in. It seems to me that would be worse than not doing it if you couldn't come in in a timely way.
