I think the tourists were probably upset that they weren't being taken to their destination which is something they desperately needed much more after the incident. Not saying the driver should be expected to drive with the stink of course not but both the driver and the passengers were having a very bad day. So the guy has an accident, now not only pay the fare without getting home, but now pay much more and no way to get home. Not the driver's fault but certainly stressful for the tourists. It's not like there was a hosing down station on the street.

I heard due to massive objections, that the phone service will not be cut off. Of course even if it stays, we know for a fact that staff has been drastically cut so that obviously means even longer waits for service (which was already very bad). To add, a while back I posted some insider "good news" from an actual contact who works the phones at SS (well did anyway) who said they had changed their policy to allow expats who had benefits terminated because of them not getting the "proof of life" form to resolve that over the phone without the need for a new form (as much of the world has nonexistent post services, etc.). I would be shocked if this liberalization will carry forward to the post Musk chainsaw SS administration. Sigh. Anyway, I do think expats on SS are especially vulnerable to problems now and we should all monitor our monthly payments and to always stay on top of the proof of life form, etc.

Quite possibly so but there are things we don't know that may have influenced a perceived fair fine for the incident. The smell of course. Needs airing out. But we don't know the volume of fecal matter if any that landed on the car seat If none or a small amount with no stain it could be that 1500 was highway robbery. Or if it was a huge mess with hard to remove stains 1500 would be generous. So it DEPENDS.
