Neutral and Earth (PE) are connected AT THE ENTRANCE POINT of the fuse box BEFORE it goes to the main fuse. Afterwards the PE is completley separated to Neutral. If you don't understand why - let a professional do the job.

Connect a PE as already mentioned above. PE and Neutral normally have the same potential. Maybe the EV Charger checks that internally

Please check what you have and compare with the screenshot. What I have seen very often, that all fuses have 20A or higher. Of course it works... But that is exactly what can happen as you have on your pictures.
