Passing the law would be the easy part of it. Going from 4 Million tax returns to 40 Million would be a massive increase of workload, imagine the queues of rice farmers making their returns so that they could collect their allowances.. DTA gives tax relief only if you pay tax elsewhere, so not "tax free", maybe tax free in Thailand. I don't pay tax any IT anywhere, so if I didn't have the LTR exemption I'd face an 800K yearly tax bill...
