the TM card is not the strictest of all "residence" tools - you might just as well jot down "Grand Hotel BKK" if you don't know better at arrival. driver licences of these underage driver mocyclists secured by police? why mocy unlawfully overloaded with 3 pax? did they wear the compulsory helmets? did they fiddle around with the engine ("mocy going at high speed!")? did the owner of the mocy know that letting these underaged drive the vehicle is against the law? was the owner interviewed already by the police? was the mocy insured sufficiently?
