I've been in this country for almost 15 yrs now and saw all these changes to the worse; can be pinned to a couple of decisive factors for
increased car population:
recent government schemes (1st car buyers)
increased family incomes
lower interest rates
face reasons (family, friends, neighbours)
paired with road rage:
company demands higher mobility
time pressure on the job
family pushes car owner to make full use of given, new mobility
latest models much more powerful throughout than 15yrs ago

just yesterday, I obtained my pink farang ID with no cost involved and immediately tried it at a bank - accepted there without further murmering about....

driver licences of these underage driver mocyclists secured by police? why mocy unlawfully overloaded with 3 pax? did they wear the compulsory helmets? did they fiddle around with the engine ("mocy going at high speed!")? did the owner of the mocy know that letting these underaged drive the vehicle is against the law? was the owner interviewed already by the police? was the mocy insured sufficiently?

the TM card is not the strictest of all "residence" tools - you might just as well jot down "Grand Hotel BKK" if you don't know better at arrival. BUT: Once you checked into a hotel somewhere downtown it is THEIR (the hotel's) duty to register you with authorities = no worries for the standard tourist
