Hopefully, this isn't a big risk for the at-risk groups. The last thing any country needs while testing an unknown vaccine is for any sort of side effects happening to an already lower resistant caste of society.
I'm just throwing that out there, but hoping all is well.

Then you would have to add the figure for natural/ accidental / fabricated (murder & violence) deaths to the figure for covid-19 victims to have any sort of realistic total.

Granted, this is just guidelines for pleasure craft. The failure to report would make it illegal.

I wonder what has changed since 2016? I haven't seen severe consequences handed out since then. Or is it any country apart from Russia?
Still, a few informative books being published at the minute revealing US/Russian relationships at that time. I might just start reading again.

Out of curiosity, is it actually illegal to cross the English Channel?
Taking a day trip in the English channel wouldn't be illegal. However, entering UK territorial waters, 12 and 6 mile limits would be illegal if the correct paperwork wasn't produced. Even if they had passports they still need a reason to be there.
I'm not sure what the RN is like now-a-days (been out of that for a while) but IMO they should replace the rigid inflatables on the fishery protection vessels with FPCs (Fast Pursuit Craft) like we used in Hong Kong and re-assign a couple of them to the area. Nothing like a boat crewed up powered by twin 200 outboards travelling at 65 knots to get your attention. Not much running away from that.
I'm sure Dan O'Mahoney knows this and still has contacts in Poole.................
However, prevention is better than cure in all cases so I hope something is worked out between France & the UK. But if you do need to use deterrent, use it hard.

When I first arrived in Thailand for the long haul (in Pattaya), all the people I regarded as friends (and still do for those that are still alive and kicking) were from the bar scene. I was travelling alone and only planned on a six month downtime before moving on. People say that bar girls can't be friends; I would strongly disagree with that. As for the guys, they were mostly long term expats who I 'used' to get the pros & cons of living here; a lot of those turned out to be long lasting friendships.
Spent two years in Pattaya and moved up to Phitsanulok, and that was like chalk and cheese to me. Originally came up here for a break from Pattaya and for the last 21 years haven't looked back. The big thing I found up here was the 'acceptance' period on the Thai side. Don't get me wrong, everyone friendly and no hostility, but it took about two months before (almost at once) everybody wanted to talk to me. Still have a good relationship with some from that time. Perhaps I am lucky, or just have the right personality, but have never had a bad relationship with any Thai here.
As life went on, I ran a bar/restaurant here with my missus for 12 years and met most of the expats residing here at least once. A lot of really good relationships grew from this. At the same time as running the bar I started working full time for a company here (one of the reasons we closed the bar as business commitments increased) and this opened up a new path of business relationships leading to true friendships, Thai & expat. Definitions differ, but to me true friendship is when someone has your back at all times and you have their's.
For clarity, I don't wear rose-tinted glasses in Thailand, never have. The above is just they way the dice rolled for me. All good so far................

I understand that everyone has their own views on this. But for the reasons you give, I don't think that stopping windows updates is the decent thing to do. Even if you only have a 40/80/120 GB HDD installed. If you don't like the already installed disk cleanup utility, there are plenty of free tools out there to keep the OS healthy.

Although I installed the optional preview updates this time, after reading below I probably will not in the future....not be a MS beta, excuse me preview, tester. Just wait for the Update Tuesday updates which would hopefully include fixes to any bugs found in the preview update releases....found by the guinea pigs.
The Update Tuesday updates are the really important updates and of course any critical updates MS can push out at any time.

Yep, very important to point that out; it certainly won't affect the majority of users on W10 2004 without problems to delay these 'fix' updates.
As I have mentioned before, I have reasons for getting the latest and greatest as soon as possible (before the other users get this).

They are living the dream. Until quarantine is removed from the equation nothing is going to happen in any sort of numbers.
If they do remove the quarantine restrictions, they will change the safety of the Thai population to an unacceptable level. They need to beliefs to the fore that Thailand is the centre of the world. But also understand that they are surrounded by the same world, and if they open their doors, all the bad in relation to covid has the potential to seep in.
Don't push your luck.
IMO, if they take shortcuts on this tourism mess, it will all end in tears.

The information on this link is from 2018 but may still be useful. The fact that your computer isn't allowing you to install antimalwarebytes may be included with this. Have you tried starting in safe mode (with networking) and installing from there?

Try cleaning up your browser, delete your temp files & cookies, do a complete clean. If in the same position, I would also delete your URL shortcuts and re-establish them. Sometimes they go bad, or the website has changed from http to https, etc.

I'm a bit confused as to the OP's position. Assuming he does not have the password/locking code (otherwise he could unlock, save as, print, scan & make new pdf, etc.
I am not going to discuss the various methods of opening secured pdfs, but to cut to the chase the below graphic is of one of dozens of similar programs which will do the job for you. Websites visible on all search engines. Search engines are your friend if you need to look further; I use this program for company business.

Hopefully there are a lot of people having lots of sleepless nights over Ms. Ghislaine being locked up. She is the real key-player in all this and can name the names.
Almost 100% certain she will flip like a light switch to get some sort of deal out of this. Depositions or not getting involved.

Which version of Windows are you running? If it is W10, right-click on the start button and you should see this:
If you need the link in your context menu, @JaiMaai's link above will do that. On the other hand, using a third party software is a lot easier. There are a lot of programs out there and I use a portable version of WinAeroTweaker to alter my context menu (as below) which for me is extremely handy:
On the subject of debloating (through GitHub scripts), there are now different scripts for W10 2004 and earlier releases; see attached .docx file for clarification. That said, the following script will open the latest update direct from the web, just paste into Powershell (running as admin) and use the GUI version provided:

Sorry, I have to admit I'm not very good at statistics, but can someone explain the percentages regarding the 1,459 people questioned in this survey?
My weak maths gives me a total of 264.72% questioned and answering to reach the percentages shown in the article.
Probably the reason I'm not good at these sort of statistics given in polls; 100% numbers which can be manipulated into whatever they want broadcast. And to think that people actually believe .........................

Yes, IMO testing is important, but the proof of the crisis is in the hospitalizations and the fatality count. Testing alone does not increase these numbers.
With that in mind, check those figures against both countries. Again, testing does not increase the death numbers.

Sounds to me that his security detail failed if, as the OP suggests the persuing car got clise to the PM.
Just surprised (if that is the case) that they have made this fuss broadcasting the fact.
